In 2007, after a thorough evaluation process, IPPF selected OpenEMR, an Open Source medical practice management system featuring electronic medical records (EMR), to assess quality of care provided at its clinics.   

Being client-centred and with a visit-oriented approach, clinic management using OpenEMR includes client’s socio-demographic profile, comprehensive clinic history and appointment scheduling, as well as medical billing and basic inventory control.  OpenEMR is in use in five continents under different settings, ranging from small private practitioners to medium-size clinics.

IPPF’s Clinic Management System (CMS) improves clinic management, client care and data collection at IPPF Member Associations’ clinics worldwide by measuring quality of care, including availability and variety of family planning methods, provider technical competence, appropriateness of services and client reaction.  CMS is currently being piloted by IPPF Member Associations in Barbados, Indonesia, and Nepal.   

On Thursday, May 21st, 2009, Daniel Messer, Head of Knowledge Information Services, and Xavier Gonzalez-Alonso, Senior IPPF Consultant, will demo IPPF’s Clinic Management System for NPOKI members and partners.

Daniel MesserDaniel Messer, Head of Knowledge Information Systems.  Daniel is a social scientist with research experience from projects in East Africa. He is Head of Knowledge Information Systems in IPPF and co-architect of the Integrated Management System (IMS) and its online system. Daniel is the project leader of the IPPF Clinic Management System (CMS) project based on the OpenEMR application. Daniel provides strategic direction, team integration, field supervision and budget management to this project.



Xavier Gonzalez-AlonsoXavier Gonzalez-Alonso, Senior IPPF Consultant. Xavier was Mexfam’s (IPPF Member Association in Mexico) Evaluation and Information  Systems Director  from 1984 to 1986. He has served as a Systems Consultant and Translator for IPPF since 1987. Xavier is the Systems Designer  of the original Clinic Management System (CMS), which was implemented in WHR in the 1990’s. He is also the designer of SAP-based CMS implemented in the Bolivian & Nicaraguan Member Associations (MA’s). CMS and Integrated Management System (IMS)trainer in 30+ IPPF countries in Latin America, the Caribbean and Africa. He currently co-coordinates the development and implementation of OpenEMR in Asia, documents/translates OpenEMR, and provides remote support to implementing MA’s.
