Blacktop Sealing and Patchwork

    The Northern Potter School District is receiving bids for our 2016 Blacktop Sealing and Patching work.  The notification of bids has been properly advertised and a complimentary copy of the bidding specifications is being sent to local vendors.  Please review the attached bid specifications.  

All bids must be submitted under the following conditions:

  1. Bids will be received until 2:00 PM Thursday May 31, 2018 at the Northern Potter School District Administration office.

  1. Bid envelopes shall be sealed, addressed to Ronda Updyke, Northern Potter

School District, 745 Northern Potter Road, Ulysses, PA  16948 with “Blacktop-Bid” clearly marked on the front of envelope.

  1. A bid opening meeting is scheduled for 2:00 PM Thursday May 31, 2018 in the large conference room in the Administration Office. Anyone interested is invited to attend this meeting. All bids, received by the deadline indicated in item number (1) above, will be opened, read and recorded publicly at that meeting.

  1. All vendors submitting a bid must use the Northern Potter School District Bid Submittal Form included with these specifications to submit a bid. The form must be filled out in its entirety with both the bidder’s signature and date signed on the form.

  1. Bids shall confirm in writing the work to be performed, and shall be signed and dated by an authorized representative of the bidder.

  1. Bids must be inclusive of all costs including delivery, labor, set-up, and clean up fees. The winning bidder must provide proof of liability insurance/workers compensation coverage and appropriate clearances for any on-site work laborers.

  1. Prospective bidders are required to visit the site and meet with our maintenance manager prior to bidding the project to discuss the installation and scope of the project. Bidders will need to contact Mr. Kirk McCaslin at 814-320-1329 to schedule an on-site visit prior to May 31, 2018. For bid submittal questions, please call Ms. Ronda Updyke at 814-848-7506.

  1. Any variations from the equipment specifications on the bid submittal form must be fully explained in detail by writing the variations on the bid submittal form.

  1. The winning bidder must start project on or after July 1, 2018 and complete the entire project on or before August 1, 2018.

  1. Northern Potter School District reserves the right to waive any minor bid defects and further reserves the right to reject any or all bids totally or in part.

Blacktopping Bid Submittal Form and Specifications

The Northern Potter School District is receiving bids for our 2018 Blacktop Sealing and Patching work project.  The project has three parts as follows:                                                                      

  1. Cleaning, crack filling and sealing all large cracks throughout entire campus. This will include: cleaning out of all cracks, power blow out of dirt and debris, filling all existing cracks with hot tar emulsion crack filler, sealing all seams and use squeegee to apply crack filler into voids.


  1. Patching of marked areas - approximately  2256 sq. ft.


  1. Cleaning, power blow out of dirt and debris, and sealing of approximately  203,857 sq. ft. of blacktop.  


  1. Excavate and make repair to the drain basin in the back parking lot and make repairs to the blacktop in the excavated area.

Pavement Sealing and Crack Sealing Specifications   

Surface Preparation

Pavement Cleaning – Immediately prior to sealing, all loose materials, dirt and debris shall be removed from pavement surface by power blower or mechanical sweeping equipment.  Pavement edges shall be completely free of sod.  

Crack Repair – Repair crack with hot pour crack sealing materials.  Cracks shall be routed or wire brushed and blown clean and dry with a compressed air heat lance.  Hot pour material shall then be poured into cracks and squeegeed flush to adjoining pavement.
