Preface

Back in 1989 when doing computer searches for a new annotated bibliography on personal names I first became aware of the CIA (Central Intelligence Agency) documents on names.  After having exhausted DIALOG and other retrieval systems, I turned to OCLC (Online Computer Library Search) and found computer entries for thousands of items.  Several stood out.  They were the 30 + documents produced by the CIA during the Cold War period on personal names in foreign countries.  The list of these documents is in Table 1.  In all, there are 38 reports, 37 on languages, and one on name style for indexing. 

Few of these reports were available at the time on Interlibrary Loan, but most were not.  The quality of the documents that were obtained made it seem worthwhile to request more.  What had to be done was to make a formal request to the CIA for the documents.  Initially, there was no response.  Finally, with the help of Congressman Amory Houghton of my district, I was able to obtain most of what had been requested.
