Bill Feist, WB8BZH
Mr. Bill Feist, WB8BZH, CEM, is currently the Divisional Disaster Liaison for the Alabama-Louisiana-Mississippi (ALM) Division of The Salvation Army.  He is responsible for interfacing with all federal and state agencies and non-profit organizations active in disaster work in the three states.  He is also the National SATERN Liaison for The Salvation Army.

Prior to becoming the Divisional Liaison, Mr. Feist was the Divisional Emergency Disaster Services (EDS) Director for the ALM Division.  He helped guide the Division’s response and recovery efforts in a large variety of major events including Hurricanes Ivan (2004), Katrina and Rita (2005), Gustav (2008) and Isaac (2012). He also initiated the response to the devastating tornado outbreak of 27 April 2011 in Mississippi and Alabama.

Prior to his position in the ALM Division, Mr. Feist served as the EDS Director for the Minneapolis-St. Paul metro area and Assistant EDS Director for the Northern Division (Minnesota and North Dakota). This followed a term as an EDS volunteer local EDS Coordinator and State SATERN Coordinator and the Salvation Army’s Liaison to the North Dakota Voluntary Organizations Active in Disaster (VOAD).

Mr. Feist has been part of the VOAD movement for 30 years at the local, state and national level.  He helped start a local VOAD in the mid-1980’s and has been a member of the Board of Directors in five different State VOADs and President of two of them (Minnesota and Mississippi).  He was also the first full-term State VOAD Representative to the National VOAD Board of Directors.  He is currently on the Board of Directors for Alabama and Louisiana VOADs. 

Mr. Feist has been a state certified Emergency Manager in North Dakota and Minnesota, receiving several awards for his work.  He is currently a nationally Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM).
