CST Mission Statement:
The McKeown Elementary School Child Study Team (CST) offers complete services for students with special needs. First, Intervention and Referral System (IR&S) procedures are put into effect documenting interventions that have been attempted in regular education and the effectiveness of each intervention. If it is determined that interventions in the general education program have not adequately addressed the educational difficulties and it is believed a student needs specialized instruction the student may be referred for evaluation to the CST. Upon a request for an evaluation from the staff or parents, the CST members (Learning Disabilities Teacher Consultant, School Psychologist, School Social Worker and when necessary, Speech Specialist) meet to determine if an evaluation is warranted. A comprehensive evaluation and classification process is conducted, as prescribed by N.J.A.C. 6A:14. If a child is found to be eligible for special education and related services, an Individualized Education Plan (IEP) will be developed by the parent, general education and/or special education teacher, along with the CST to provide services in the Least Restrictive Environment. The IEP is a basis for the program implementation. Annual IEP meetings will be scheduled, while the child is still eligible for special education, in order to review
the student’s needs for the following year. If specialized services are
not warranted, and a student is not classified, then the student continues with his/her general education program.
Our goals are to ensure that disabled students receive services guaranteed under state and federal law for a Free and Appropriate Public Education and to develop collaborative relationships while working with parents and teachers in the school community.
I&RS (Intervention and Referral Services)
IF PARENTS ARE CONCERNED ABOUT THEIR SCHOOL AGE CHILD'S PROGRESS while attending McKeown Elementary School, they should feel free to discuss such issues with their child's teacher and/or principal. All information is confidential. Please call the McKeown School at 973-383-5300. Parents and Teachers have the option of making a referral to the I&RS Team (Intervention and Referral Services) Team if they have concerns regarding a child. The I&RS Team which is comprised of a School Administrator, a Child Study Team member and Teachers offers intervention procedures that are provided within the General Education school program.
Early Intervention Services
BIRTH TO AGE 3 Children who are thought to have developmental delays may receive assistance from the Early Intervention Program. To access these services, parents should consult with their Pediatrician and contact the Sussex County Early Intervention Center at 973-3830870
AGES 3 TO 5 Child Study Team services for children AGES 3 TO 5 who are experiencing physical, sensory, emotional, communication, cognitive and/or social difficulties may be eligible for special education and related services through their local Child Study Team. Parents who reside in Hampton Township should contact
the Marian McKeown Child Study Team office at 973-383-2714 for further information.

Established by the New Jersey State Department of Education as a public awareness and referral service to assist parents and professionals by identifying free available early intervention programs and services for infants and toddlers through two years of age, and free, appropriate public education programs and services for pupils who are disabled three through twenty one years of age. Parents or other appropriate persons may refer children who are experiencing significant difficulties.
