CONFLICT OF INTEREST TRAINING:
Who: All town employees are required by State law to complete the State Ethics Commission's online training/quiz
When: Annually
What: COI training
The State Ethics Commission has a new online training program for the mandatory Conflict of Interest Law Training (every two years) and the annual acknowledgement form (EVERY year).
LIZ SENT OUT THIS EMAIL ON 12/15/25 districtwide:
The State Ethics Commission would like to share the following important time sensitive information regarding the mandatory conflict of interest law education requirements.
In early January, the online training system will rollover from the 2025 compliance requirements to the 2026 compliance requirements. The training site will be unavailable for several days in early January to complete this work. Employees who have not completed all assignments due in 2025 must do so by the end of December. Once the system rollover is initiated, employees will not be able to complete a 2025 education requirement. Please remind your employees to complete any past due courses as soon as possible, and no later than December 31.
Please remind employees that they may be asked to complete two assignments: (1) the conflict of interest law training program, which is required every two years; and (2) the summary of the law acknowledgement, which is due every year. The Commission continues to receive questions from employees asking why they are receiving reminder messages when they have completed the training program. The reason is that they failed to also complete the summary acknowledgment course this year. The Commission also continues to receive questions from employees who completed both requirements in 2024 and were unaware they needed to complete the annual summary acknowledgement in 2025. Please remind employees that they can view all current assignments and completion certificates by logging in at https://massethicstraining.skillburst.com/.
We have heard from a number of agencies who have been unable to find certain employees in their administrative dashboards, even though they are certain the employees have active user accounts. In nearly all cases, this is because the employees have selected the wrong agency or municipality when setting up their accounts. When this occurs, ask the employee to verify that the correct public agency is selected in their user profile. They can do this by logging in at https://massethicstraining.skillburst.com/, then clicking the “Profile” button in the upper right corner. From the profile menu, they can view/change their organization by selecting “Click here to either change your organization or add additional organizations to your account.” Once they have selected your agency and saved their changes, they will be listed in your administrative dashboard and reports. Employees can also use the profile tab to edit their email address and name, and to request to have accounts combined if they have multiple user accounts in the system.
***If you did this COI training this past Feb/March (both parts), you should get an email each year reminding you to go on and doing the training(s) again. If this is your first time doing the COI trainings, please follow the directions below:
To access the system, you need to sign in (or register if this is your first time).
To do so, go to: massethicstraining.skillburst.com
Click on the "Log In" or "First time logging in?" button.
Once in the system, click launch under the Acknowledgement of the Summary of the Conflict of Interest for Municipal Employees. This is a 10 minute process. This acknowledgement will need to be completed by all employees once a year.
Next, if needed, complete the Conflict of Interest Law Training after the acknowledgement. This is a one hour training, and will need to be done by all employees every two years. You will receive reminders from the state system when you need to complete this moving forward.
Once completed, this new system automatically keeps track of the acknowledge forms and the Conflict of Interest Certificates, there is no need to send them to HR or the Town Office.

SUICIDE PREVENTION TRAINING (FYI...not required):
The DESE training used in the past is no longer required. However, with the current guidance it states that "Teachers and other licensed personnel play an extremely important role in suicide prevention. They have day-to-day contact with many students, some of whom have problems that could result in self-harm and/or serious injury, or even suicide. Teachers, in particular, are well-positioned to both observe the behavior of students and to take action when it is suspected that a student might be at risk for self-harm or harm to others."
DESE has a webpage dedicated to Suicide Prevention: School Resources related to Suicide Prevention and this link from that page is definitely worthwhile for all staff to review https://www.mass.gov/service-details/general-information-about-suicide
