Assistant Manager/Manager Trainee - Job Description/Announcement
Overview: This fulltime, salaried position is for an assistant manager/manager trainee who shall be scheduled to assume the manager position no later than July 31, 2014. This position will have a negotiable, entry level Manager/Trainee salary not to exceed $4,580.00 per month from the date of hire until the successful candidate assumes the manager’s position on or before July 31, 2014. The successful candidate will subsequently negotiate with the board of directors for a Manager’s contract before assuming full time manager duties on or before July 31, 2014. The position will receive benefits from the date of hiring including: 1 day of reimbursable annual leave per month worked not to accrue beyond 18 days per year; 1 day of non-reimbursable sick leave per month worked (no accrual limit); and 50% of a personal or family health care package not to exceed $5,000.00 per year. The job is located in Colby, Kansas.
Qualifications: Degree in an appropriate field from an accredited 4-year College. Appropriate degrees would include, but not be limited to: Hydrology; Geology; Natural Resource Sciences; Environmental Sciences; Agriculture; Agricultural Engineering, Engineering or GIS and Data Management. The successful candidate must also have 5 years of managerial experience, which can be offset by an advanced degree. Must be a self-starter able to manage a staff and effectively work under an elected board of directors to fulfill the missions of the district as directed by the board. Must also be able to interact effectively, both verbally and in writing, with district members; peers; state agency personnel; the Kansas Legislature; the press and all others that will interact with the district.
Responsibilities: During the trainee period the successful applicant is expected to learn all the operations of the district, so will be trained by all existing district staff. These training elements will include:
Ø Assist public with water rights work including: New Applications; Change Applications; Reductions; Division Agreements; General Information and Planning Strategies
Ø Maintain and update major databases – including the district’s Document Management System
Ø Maintain and update water right files and maps
Ø Do assessment updates and provide data to Counties
Ø Present material to the Board of Directors for special projects, waiver requests, etc.
Ø Attend conferences and/or meetings as needed
Ø Conduct and/or supervise special projects as assigned by the manager
Ø Coordinate and direct field work and supervise field personnel
Ø Oversee conservation planning activities
Ø Maintain a working knowledge of GMD day to day administration and be able to conduct general business
Ø Assist in general administration activities – including annual budget development
Ø Stay current on local and state water laws and regulations
Ø Become knowledgeable on the district’s computer system - its maintenance and upgrades
Ø Become knowledgeable on the Kansas Groundwater Management District and Water Appropriation Acts
Ø Conduct public education sessions as requested by the manager
Ø Produce a bi-monthly newsletter and maintain the website
Ø Maintain the district’s Revised Management Plan annually
Ø Maintain all district properties – office facility, vehicles and equipment
Following the trainee period, the position will be responsible for all district operations and free to delegate responsibilities among staff .
Chain of Command: The district manager shall supervise this position during the trainee period.
