  1. First Reading Policy 731.31 Guidelines for Use of Unmanned Aircraft (Drones): With the increased use, accessibility, and popularity of drones (small robotic aircraft flown via remote control), administratively, we are recommending that the Board adopt a policy for their use on school grounds regarding safety, privacy, and other considerations. Drones have curriculum applications, but must be used within appropriate limits. Attached is the proposed new policy, and Rule, for the first reading.

  2. 345.6 Rule 4 High School Credit in Middle School: For several years the LCASD has had middle school students taking high school-level courses in the area of math. This new Rule, for your review, defines how students can earn high school credit, in accordance with 2013 ACT 138.

  3. WASCD (WI Association for Supervision and Curriculum Development) Highlighter Article by Kurt Krizan: The article, written by Director of Curriculum, Instruction & Assessment Kurt Krizan, and provided for your information was printed in the spring edition of the Highlighter.

  4. CPM (College Preparatory Mathematics) Academy of Best Practices: Director of Curriculum, Instruction & Assessment Kurt Krizan will share information on the College Preparatory Mathematics Academy of Best Practices and an opportunity for one of our staff members to participate in this retreat.


  1. Special Education Policies and Procedures: Pursuant to Policy 342.1, the Board has delegated to the Director of Pupil Services the authority and responsibility to adopt and implement changes to special education policies, procedures, and forms as necessary to comply with applicable law, including the District’s adoption and implementation of DPI-issued revisions to the DPI model policy and procedure manual and model forms. Laura McCormick, Director of Pupil Services, will be in attendance to present the adopted policies and procedures. Here is a summary of those revisions. She will also discuss the adoption of newly developed College and Career Ready IEPs and accompanying forms.

  2. Annual Notice of Academic Standards, Notice of Special Needs Scholarship Program, Notice of Educational Options: School boards are required by section 120.12(13) of the state statutes to notify the parents/guardians of students enrolled in the school district of the student academic standards that will be in effect for the school year. Also, the school board must annually include an item on the agenda of the first school board meeting of the school year that clearly identifies the student academic standards adopted by the board under section 118.30(1g)(a)1 of the state statutes that will be in effect for the school year. The three notices are included for your review and will be published on our website for parent and community members.

    For your information, School District report cards for the 2016-17 school year will be released in Fall 2017 by the WI Department of Public Instruction. The School Accountability Report will be located for parents and community review on our District website when available; you can still find the report for the data from 2015-16 (the most recent available).

  3. Resolution Designating Public Depository and Authorizing Withdrawal of School District Moneys: The Bank of Little Chute  needs to clarify the three titles of Authorized Persons from the District on our accounts with the Bank of Little Chute. Accordingly, they have provided the attached resolution for adoption this evening.


  1. CESA 6 Contract: Enclosed for your review is a copy of the Contract Agreement with CESA 6 for the 2017-18 school year for a total amount of $50,438.00. We will be seeking approval this evening.

  2. Recommendation for Special Education Teacher - ID (Intellectual Disabilities)- Intermediate/Middle School 2017-18: We are pleased to recommend hiring Ms. Carissa Gerhardt for the position of Special Education Teacher - ID, for the 2017-18 school year. Pupil Services Director Laura McCormick’s recommendation is included with your board materials.


  1. Blueprint for Brilliance Update: The Blueprint, developed during the 2014-15 school year, was adopted in July 2015 as a two-year outline to guide us in our mission and vision to meet the academic, social, and emotional needs of ALL students. It has been a valued a tool guiding our Curriculum/Instruction, Professional Development, and Health & Wellness pillars which fortify our overarching goal of Student Achievement.  As we look now to updating if for the next two years, our Building Leadership Teams have met and offered their feedback. Tonight, I would like to provide a draft of the updated Blueprint. The measurement page (page 4) is still under development/collaboration with the administrative team.

  2. Handbooks 2017-18: Included for your review are the handbooks for the 2017-18 School year. We will be seeking approval this evening.

  1. Employee Handbook -

no changes from previous handbook
    1. Removed a clause from FMLA language that is not applicable (p. 72)

    2. Corrected a spelling error in FMLA language

    3. Updated LTD language to reflect the new policy (60 day elimination period rather than 45 day elimination period) Page 40

    4. Changed language regarding the timing of calling into work - must call in one hour before start of work day rather than 30 minutes (p. 20)

  1. WASB Resolutions Adopted by Delegate Assemblies 2017: Included with your Board materials is the latest copy of the policy positions (starting on page 2) adopted by WASB Delegate Assemblies throughout the years, including the resolutions adopted last January (2017). The next annual Delegate assembly will take place in January 2018. Board member Leon Biesterveld is our WASB Delegate. If the Board is considering submitting a resolution for consideration this coming January, proposals for resolutions are due by September 15, 2017.

  2. Buildings, Grounds & Energy Committee Meeting Summary: Board members Leon Biesterveld and Jerry Verhagen will be providing an update of the previous meeting of the Buildings, Grounds, and Energy meeting which took place on June 28 with a review of 25% Progress plans.

  3. Musical Staff Vocal Director, Choreographer Positions: The Extra-curricular Subcommittee, over the past few months, has been studying the District’s theater/musical staff job descriptions and compensation. Based on their study, and discussions over several meetings, the Committee recommended adding a Vocal Director to the staff at a cost of $300.00. They also recommend recognizing the Choreographer position (at $300) as an official position, which was ad-hoc in the past. Formal approval will be sought this evening.

  1. Checks for Payment: We are asking for approval of check numbers 76494-76565 and EFT disbursements in the total amount of $437,346.29.

The Board will entertain a motion to convene into executive session, pursuant to the provisions of Section 19.85(1)(c) Wisconsin State Statutes, for the purpose of considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility.
