§  Comparative Summary of National laws (2003)

§  The protection of the rights and interests of legal persons with regard to the processing of personal data relating to such persons (1997, published 2000).

§  The feasibility of a seamless system of data protection rules for the European Union (1996–97, published 1999);

§  Existing case-law on compliance with data protection laws and principles in the Member States of the European Union (1997, published 1998).

II.         Human rights and criminal justice/law reform consultancies, research/studies and training (brief general summary only)

I have extensive experience as a trainer of judges, prosecutors and human rights defenders in international human rights law in many countries, working for the OSCE (in Uzbekistan late-1990s - 2004; Turkmenistan 2004 – 2008; Kyrghystan 2007 – 2008) and the Council of Europe and the EU (Armenia and Montenegro 2004, Georgia 2004 – 2005, Croatia 2005, 2006 – 2008). I have also written a number of legal opinions on draft laws in various Council of Europe states (Armenia, Georgia, Croatia), in consultation with the EU

I have also acted as an expert to the Council of Europe in relation to Cybercrime and cross-border (in particular online) law enforcement investigations (pre-IGF conference in Baku, Azarbadjan, 2012) and have trained the staff of the Council of Europe Commissioner for Human Rights in Internet- and ICT-related technical and legal issues. I wrote two Issue Papers for two consecutive Commissioners on Protecting the right to privacy in the fight against terrorism (2008) and The rule of law on the Internet and in the wider digital world (2014).

I still work closely with civil society groups including Privacy International and European Digital Rights (EDRi) on related issues, in particular in relation to cross-border access by law enforcement agencies to information society service providers’ data on users of those services (see various reports and submissions I have been involved in, listed on the page with my Papers, Submissions & Publications).
