Shared Functions

In 2014, LICCO, Inc. and Hopewell Industries (HWI) entered into the first alliance of privatized providers in the state of Ohio. 
In 2016, Muskingum Starlight Industries, Inc. (MSI) jointed the Alliance with HWI and LICCO.

All three organizations began as a component unit of their respective County Board of Developmental Disabilities (CBDD).  Families and the CBDD had developed schools for children with developmental disabilities but as the children grew up it was very apparent that services were needed for adults with disabilities.  To meet the needs of adults with disabilities and continue to provide training Workshops were created.

Adults attended the workshops and learned employment and life skills.  We are non-profit, 501(3)C organizations and governed by a Board of Directors.  Each organization is positioned to continue the legacy of services in their respective county while transforming into a sustaining, premiere provider.  The Alliance of Hopewell Industries, Inc., LICCO, Incorporated and Muskingum Starlight Industries, Inc.  shares functions, resources and best practices.


Non-profit organizations must be profitable.  If a non-profit organization isn’t profitable it will cease to be in existence.  Non-profit organizations must have strong leadership teams within the industry of supporting individuals with developmental disabilities:

There will always be a need for services for people with developmental disabilities.

  • The cost of services will continue to increase.
  • The funding for services will continue to decrease.


The HWI/LICCO/MSI partnership brings to the organizations improved outcomes for the individuals served:

  • Quality, uniformity and best practices
  • Accessibility to resources
  • Cost savings

Shared functions makes sense.
