What is the actual language of the ballot article? 

Article 4 – Emergency Access Road

Shall the voters of the Hampstead School District raise and appropriate up to $195,000 for the acquisition of an easement and the construction of a gravel, gated driveway in order to provide emergency access to Hampstead Middle School through property located at 26 Emerson Avenue (St. Anne’s Church Map Lot# 7-23) for the purpose of providing emergency access to the Hampstead Middle School. This will be a non-lapsing appropriation per RSA 32:7, VI and will not lapse until the emergency access road is completed or by June 30, 2019, whichever is sooner. (MAJORITY VOTE REQUIRED)

What is the emergency access road project?

Currently, there is only one road into the middle school site. The emergency access road project will create a locked and gated gravel road to provide emergency egress to the Hampstead Middle School. There is great concern from the town police and fire departments about emergency access to the middle school, especially during high traffic times.  This road will also provide for an emergency walkway for student evacuation to St. Anne's if needed. 

Where will the road be located?
The road will be constructed in the wooded area between the HMS parking lot and the parking lot at St. Anne's church. (see picture) This will be an easement between St. Anne's and the school district. 

Will the road be paved?
The road will not be paved, it will be a gravel road. 

How much will yearly maintenance cost the district? 
Yearly maintenance of the project is estimated to cost the district $2,500 per year.

Will the road incur daily traffic?
The road will be gated and locked. It is only to be used by emergency personnel. 

What is the estimated cost of this project?
This project is budgeted up to $195,000. 

Will there be a yearly easement fee paid to St. Anne's church? 
This project will incur a one-time easement fee. There are no yearly easement fees associated with this project.
