Vol I/No 1/2009 Implemetasi Kebijakan Anggaran (APBD) Menuju Good Governance  Yonatan Wiyoso This record attempts to analyze the implementation regional budget policy in good governance context. Budgeting is a planning that describes amount of financial intake and financial output, and cost as well. Trough dynamic approach, therefore budgeting is a financial plan that interpret resource usage to fulfill community aspiration to be a better future, or regional government financial planning to develop community life which dynamically keep developing and reflected in activity, to force the people in actualizing themselves as citizens. In implementing regional budget compositing toward good governance which involves three domains (government, private community, and the community) each of them plays role as budget prior function. In this occasion, the resecarher only see from only three main budgeting functions (stability, distributive, and allocation). In regional budgeting it is necessary to be synchronized with policy and central government macro assumption which should be appropriated which regional condition. Budgeting should be able to motivate the three domains to do a partnership in the effort in introducing the changes regional economy to be effective in creating work chances to decrease unemployment rate, and for some extent to reduce poverty. This can be realized only be community oriented budgeting as the main function of budgeting.

Vol 3/No 1/2010 Hubungan Indek Pembangunan Manusia (IPM) dengan Komponen-komponen dan Indikator Fiskal dan Kemiskinan (Studi di Provinsi Jawa Barat) Sidharto Indonesia as a developing country, the problem of poverty and low quality of life is an issue an that dominant the construction of development policies. For example for human quality, Indonesia’s HDI rank to 111 of 180 countries. In 2007, Indonesia’s HDI is 0.734, lower than in some countries in Asia. On the other hand, development funds for poverty reduction and improvement of human quality is increasing every. This study aimed to know the relationship between the Human Development Index with its component (Life Expectancy Rate, Literacy Rates, Mean Year of Schooling, Purcahasing Power Parity), Public Budgets and Population (total population and the number of poor people). This research takes place West Java Province, with sample 26 regencie / cities. Statistical analysis (Pearson) showed that : a. Correlation analysis between the HDI with Its components: - HDI -- Life Expectancy Rate (AHH) :0.6599 (n=26) - HDI – Literacy Rates (AMH) :0.9548 (n=26) - HDI – Mean Years of Schooling (RLS):0.7269 (n=26) - HDI – Purchasing Power Parity (PPP):0,8729(n=26) b. Correlation analysis between the HDI with socio-economic factors: - HDI - %poor people : -0.8256(n=26) - HDI – total population : -0.2387(n=26), no significant - PM – Budget -Spending (Spearman rank-correlation):0.2626(n=25), no significant

A village economy is based on agriculture. A village – owned corporation is an instrument to increase a village economy. People indirectly facilitate a village administration in order to optimize the village –owned corporation developing a village comprehensively which has an ethic that a development should not ruin a natural capital or social capital. The balance between the development of natural capital an social capital is on the requitments to the continuity of a village development. If a village can keep its environment a ecovillage, it will be a big capital to increase its social prosperity.

A good academic paper at least should be based on three academic studies, namely the study of philosophical, sociological and juridical. In terms of academic preparation of the text of regulations of local taxes, study philosophy basically questioned about why something needs to be regulated and include or(scope) what is stipulated in the legislation, which in this case shall meet the theoretical, the concept of characteristic, principles and conditions-terms of taxations. Sociologically, most likely have to be accepted by society, with attention to both types, objects, subjects, bases and rates are determined whit very reasonable (in accordance whit the ability / power bear) and the formula calculation is very easy, so the taxpayers with local governments, has been governed in a fair settlement mechanism and can be legally defensible. The enactment of Law 2/2008 on political party and Law 10/2008 on parliamentary election stated clearly about women’s quota in parliament. However it was abolished before it implemented in 2009’s election, the Indonesian Constitutional court annulled article 214 of Law no. 10 of 2008. The verdict effectively abolished the party ranking list. The Court’s approval promotes candidates with wide electoral support. However, it is not gender-sensitive and has the potential to reduce women’s parliamentary participation. The 30% quota of parliamentary seats reserved exclusively of women affected by the verdict indeed. After 2009 election, the number of women representative was not achieved 30% of total seats at national and local parliamentary. In case of Bandung, only 9 out of 50’s total DPRD’ s member are women.
