FTP.NIFC.GOV Replacement Information

Current Status

The FTP.NIFC.GOV site is operational.

Please be aware that the ftp site has been migrated to secure (HTTPS) connections and note with that there was a change in the url for WebDAV connections (shown below).  The rest of the folder names rename the same and there are no changes to the url for ftp protocol connections.


The primary location for posting (uploading) and downloading intelligence data is on the NIFC FTP site (FTP.NIFC.GOV).  Due to security concerns and lack of Federal IT support of the servers, the old NIFC FTP could not be operated beyond July 14, 2015.  For more background, see Background. To address the concerns of the old NIFC FTP, NIFC moved to a more secure system on June 8, 2015.  This new FTP site continues to be called FTP.NIFC.GOV . Data from the old server was stored during the transition to allow for retrieval of data that was not captured before the transition.  Contact the Incident Applications Help Desk (866-224-7677 or iia-helpdesk@fs.fed.us) to arrange recovery of data that was not retrieved before the transition.

This new FTP site also uses the Fire National Enterprise Support System (NESS) Application Portal (NAP) for user management. NAP manages logon account information for several applications (ROSS, ICBS, WIMS, e-ISuite, INCIWEB Admin, and OIS).  User authentication (user name and password) are required to upload any data to the new site, and to download data deemed “sensitive”.  Publicly available items will not require a NAP user account.  Personnel that use the existing applications noted above, already have NAP accounts that can be updated to access the FTP.NIFC.GOV site.

On the FTP.NIFC.GOV site, groups have been established based on fire job responsibilities (ex: GIS, IRIN, GACC Support) to allow access to specific data folders.  Users must request to be assigned to one or more groups depending on the folders they will need to access.  Authorization Contacts are assigned to review user requests for NAP accounts, access to the FTP.NIFC.GOV site, and membership in specific groups.  Users must contact the appropriate Authorization Contact and provide justification for needing access to the FTP.NIFC.GOV site before access can be granted. 

Key Points Regarding FTP.NIFC.GOV Site

  • Public download via the web (HTTP) will be allowed for specific folders

  • NAP accounts are not necessary for users to only download "non-sensitive" data.
  • All users are required to have NAP accounts for uploading to the FTP.NIFC.GOV site.
  • Users may upload files only to groups for which they have access roles.

  • To request new NAP accounts and/or become members of specific groups, users must send an email request to appropriate Authorization Contacts for approval. 
  • GIS Specialists (GISS) should request to be in the Situation Unit Upload Group.

  • Resource Unit Leaders should request to be in the Situation Unit Upload and the Secure GACC Support Groups.

  • FTP client software will be necessary to upload files to the FTP.NIFC.GOV site.
  • Incident Action Plans (IAPs) will not be posted in public downloadable locations on FTP.NIFC.GOV . Users must be approved by a GACC Approver Contact for the Secure GACC Support role in order to download IAPs.

Getting Started - Accessing FTP.NIFC.GOV

To access FTP.NIFC.GOV, site please follow the three steps below:
  1. Getting a NAP Account (if needed)
  2. Getting Permissions to Folders
  3. Setting Up Your Device to Communicate with FTP.NIFC.GOV - using a program that supports FTP or WebDAV

1.  Getting a NAP Account (if needed)
NESS Application Portal (NAP) is a user login/password management site that supports multiple fire applications, including access to FTP.NIFC.GOV.  The NAP web site allows users to manage NAP passwords. 
Below, are a list of options listed A-D which describe how you need to access FTP.NIFC.GOV and what NAP access you have currently.  Each option will describe what you need to do next.  Pick one option and follow it.  Regardless which of the following options that you select, remember:
  • Use your official government email address, and use the same email address consistently throughout the process. Using official email addresses and consistently using the same address will make the approval process faster and reduce the chance of account/role rejection.
  • When asked to enter the name of an individual who can validate your need to access the FTP.NIFC.GOV , enter the Authorization Contact from the folder group to which you will be requesting access. Authorization Contacts are listed for each group on the site in the table at the end of this web page.

Find one option (A-D) that best describes your situation… 

A. You want to access publicly available data only on the FTP.NIFC.GOV site… THEN you do NOT need to have NAP access.  Users will be able to view publicly available data at https://ftp.nifc.gov/public/incident_specific_data/.  STOP! You do not need to go any further in the process and you are ready for fire season.

B. You had a NAP login and password in the past, (but it doesn’t work now) AND you need to upload data to any place (publicly available or not) on FTP.NIFC.GOV , OR you need access to non-publicly available data on the FTP.NIFC.GOV site … then you need to have your NAP account re-activated. Contact the Interagency Incident Applications Help Desk (866-224-7677 or iia-helpdesk@fs.fed.us) and ask to have your NAP account re-activatedNote:  As of 2017, email from non-USFS folks will not be accepted by the Interagency Incident Applications Help Desk. Non-USFS folks need to access the Interagency Incident Applications Help Desk by phone or go to https://iia-hd.peckham-enclave.us/ and click “Contact Us” to submit needs.

C. You do NOT have a NAP login and password AND need to upload data to any place (publicly available or not) on FTP.NIFC.GOV , OR you need access to non-publicly available data on the FTP.NIFC.GOV site, … then you need to have updated NAP access.  Go to https://nap.nwcg.gov/NAP/ web site to request a NAP account. Instructions on how to request a new NAP account are on the ROSS website under "User Support" > "User Support" > "Requesting a NAP User Account".

When requesting a NAP User Account, use the following:
  • Email:  <use your official government email address>
  • Application access: “F&AM-F&AM FTP
  • Instance: "FTP (Standard)"   <DO NOT request a "privileged" account which will be rejected>

  • Contact: < use the Authorization Contact of the primary folder group to which you need access - this is NOT your work supervisor> 

D. You DO have a NAP login and password AND need to upload data to any place (publicly available or not), OR you need access to non-publicly available data on the FTP.NIFC.GOV site, … then go to https://nap.nwcg.gov/NAP/ web site. Log on.  Once logged into NAP, click on the “Manage Account” tab. In the "Application Request" area set the following and fill in any other required information.
  • Application access: F&AM-F&AM FTP
  • Instance: "FTP (Standard)"   <DO NOT request a "privileged" account which will be rejected> 
  • Email:  <use your official government email address>

2.  Getting Permissions to Folders 

At the time that you get a NAP account (Step #1), you must also send an e-mail to an Authorization Contact (approver from the list of contacts) for each folder group on the FTP.NIFC.GOV site for which you need access. If the Authorization Contact approves the request, the Authorization Contact forwards the request to the Interagency Incident Applications Help Desk (866-224-7677 or iia-helpdesk@fs.fed.us), with a note approving the user to have access to the specified group(s). Do this as soon as you complete the NAP account FTP access step (Step #1) above!  Authorization Contacts and Folder Groups are listed in the table at the end of this web page. Note:  As of 2017, email from non-USFS folks will not be accepted by the Interagency Incident Applications Help Desk.  Non-USFS folks (including Authorization Contacts) need to access the Interagency Incident Applications Help Desk by calling 866-224-7677, or going to https://iia-hd.peckham-enclave.us/ and click "Contact Us" to submit their needs.

Note:  Your NAP user ID is NOT required for the group request email(s) to the Authorization Contact(s).

​The Interagency Incident Applications Help Desk (866-224-7677 or iia-helpdesk@fs.fed.us), receives the approval from the Authorization Contact, finalizes the folder group access for the requesting user, AND sends an email to the user notifying that access has been granted.

Common FTP.NIFC.GOV folder groups are as follows:
  • Situation Unit Upload (GISS, SITL) Group – Recommended for GISS and SITL-qualified users; users can upload data to all subfolders in the “incident_specific_data” folder for each GACC throughout the United States.
  • Secure GACC Support Group – users can access and upload sensitive files (Incident Action Plan, Communications Plan, Demobilization Plan, etc. documents) in the “GACC_Support” folders throughout the United States.
  • IRIN Group – Recommended for IRIN qualified users; folder where National Infrared Operations (NIROPS) will post infrared (IR) imagery for IR Interpreters (IRIN) to access.  Only qualified and trainee IRIN’s will be granted access to this group.
  • Forest Visitor Maps Group – users can access forest visitor maps from this site.

3.  Setting Up Your Device to Communicate with FTP.NIFC.GOV

So now that you have your NAP userID and password, and you've requested any special access to folders, you're ready to access FTP.NIFC.GOV . If you don't have a NAP userID and password, go back to Step #1 Getting a NAP Account (if needed).  

In order for your device to talk to FTP.NIFC.GOV , an ftp client must be installed to act as an interpreter. There are several ftp client software programs that work well and many more that we don't even mention. What program you download, is up to you and your agency requirements.

Your NAP username and password are required to connect.  More detailed information on how to connect to FTP.NIFC.GOV using two examples of FTP software programs (FileZilla and WinSCP) are provided below. Contact your Computer Information Office or equivalent to get help installing an ftp client.

For uploading/downloading secure information to FTP.NIFC.GOV, use the following:
  • Host:  ftp.nifc.gov
  • Port: 1021
  • Protocol:  FTP - File Transfer Protocol
  • Encryption: Require explicit FTP over TLS
  • Username: <your NAP username>
  • Password: <your NAP password>

The following is an EXAMPLE of what you may see when you
enter your information into your FTP client. Remember that each FTP client is a little different, so your window may not look exactly like the one below.

Remember:  Any data for which you had to get special access to on FTP.NIFC.GOV , is NOT data to be shared. The data is sensitive, and misuse or distribution to others may result in loss of access for the entire fire community.

What Can I Do Now?

It is not too early to begin preparing for fire season. Here's what you can do:
  1. If you don't have a NAP account, go ahead and create your NAP account today. Be sure to request access to the “F&AM FTP” application. NOTE: request "FTP (Standard)" here.
  2. If you already have a NAP account, log into NAP and request access to the “F&AM FTP” application.
  3. Follow the instructions above (See "Request a Group") to request access to the FTP Groups that you need to do your fire-related tasks.
  4. Do not procrastinate in obtaining a NAP account, requesting access to the "F&AM FTP" application, and requesting access to necessary groups.
  5. Research and familiarize yourself with the available software programs that support FTPS. If you work for a government agency, be sure to use a program allowed under your IT organization's rules.

Here is a list of the current Group Names, the Folder Name as it appears on the current  FTP.NIFC.GOV site, and the Approver Contact who can authorize a user to have access to a group.  Not all directories on the old FTP server were moved to the new server.  If you believe that a directory used on the old FTP.NIFC.GOV server is missing from the new server and needs to be restored, please submit a ticket to the Interagency Incident Applications Help Desk (866-224-7677 or iia-helpdesk@fs.fed.us) - so that your needs may be recorded and tracked.
