Management and disposal by businesses of fluorescent light bulbs and other mercury-containing bulbs are regulated under the Resource Conservation and Recovery Act (RCRA) Universal Waste Rule (UWR) and Subtitle C hazardous waste regulations. 

DOT Shipping Information: The following information was obtained from a call to USDOT Resource Center at (800) 467-4922

1) They are not required to be manifested by EPA ( 
See DOT Interpretation Letter)

2) v§173.11   Exceptions for shipment of light bulbs containing hazardous materials.

3) The would be classified in the DOT as "Mercury Contained in Manufactured Items" UN 3506 which applies only to shipments in air and on water (not road)
