Community and Student Engagement (CASE)

Overview: (TEC 39.0545 – Section 46 of HB 5)


House Bill 5 (HB 5) of the 83rd Texas Legislature Regular Session added Section 39.0545 to the Texas Education Code (TEC). TEC § 39.0545 requires each district to evaluate the district’s performance and the performance of each campus in the district on Community and Student Engagement (8 categories) and one in policy compliance (1 category). Requires every district to assign itself and each campus a rating of exemplary, recognized, acceptable or unacceptable for both overall performance and each evaluation category. Districts must submit ratings to TEA and make publicly available by August 8 of each year.


House Bill 2804 of the 84th Texas Legislature requires every district to assign itself and each campus a rating of A, B, C, D or F for both overall (Domain V) performance and each evaluation category. Districts must submit 3 category ratings and the overall rating for each campus and the district to TEA during the 2017 PEIMS summer submission.
