Dublin Borough Council authorized Staff to advertise the proposed Zoning and SALDO Ordinance for a Public Hearing. A public Hearing was set for April 12th, 7:00pm at the Dublin Fire House.

Dublin Borough Council reviewed and discussed a revised DRAFT proposal from the Borough's Planning Commission. CLICK HERE to view the DRAFT Proposed Zoning & SALDO Ordinance. Council will have further discussions about the proposed changes at their February 13, 2017 meeting.
December 19, 2016
At their December 19, 2016 meeting, Dublin Borough Council reviewed comment letters from the Borough's Professional Staff in regards to the proposed changes to Zoning and Subdivision & Land Development Ordinances as presented by the Dublin Borough Planning Commission on November 14, 2016. Council sent directed the Borough's Planning Commission to meet to discuss the comments received in review letters. The Planning Commission met on January 16, 2017 to discuss the review comments. The revised proposed ordinances have been sent back to Borough Council for discussion on January 23, 2017.
The proposed amendments are the next step in the Borough's efforts to implement the goals and objectives of the 2013 Revitalization & Visioning Plan.

The Dublin Borough Planning Commission presented to Borough Council on November 14, 2016 proposed revisions and amendments to the Borough's Zoning and Subdivision/Land Development (SALDO) Ordinances for consideration. At their November 7, 2016 meeting, the Borough's Planning Commission voted to recommend that Borough Council consider adopting the revisions to the Subdivision/Land Development and Zoning Ordinances as proposed below:
The Dublin Borough Planning Commission started reviewing the Zoning and SALDO Ordinances in March of 2016. The Commission met monthly to review the ordinances and make recommendations that will allow the ordinances to align with the goals and objectives of the 2013 Revitalization & Visioning Plan.
Borough Council will begin reviewing the recommendations at their December 19, 2016 meeting.

The Borough's Planning Commission began reviewing the Zoning and SALDO amendment recommendations as prepared by the Bucks County Planning Commission. The County will continue to work with the Planning Commission to prepare draft ordinances showing the changes.

Based on recommendation from Bucks County Planning Commission and the Revitalization & Visioning Task Force, in order to avoid public confusion, the Historic District discussions were tabled until such time the Zoning and SALDO revision process was completed.

The Bucks County Planning Commission completed an Ordinance Consistency Evaluation of the goals and objectives contained the Revitalization & Vision Plan and compared them to the current Zoning and Subdivision And Land Development Ordinances (SALDO). They provided amendment recommendations for consideration. The next step is to have the County prepare draft ordinances showing the changes.
The proposed Historic District Boundary survey has been completed and presented to Council. Dublin Borough has met with with representatives from the Pennsylvania Historic Museum Commission and the Bucks County Planning Commission who have reviewed and offered input on the process. A revised map has been created based on the inventory done by Jeff Marshall from the Heritage Conservancy. Work continues on developing the draft ordinance to establish a Historic District for Dublin Borough.
Jeff Marshall from the Heritage Conservancy has completed the historic structure inventory for the Dublin Historic District and provided a draft map of the proposed historic district based on the inventory. The results have been presented to Council.
Dublin Borough is considering the formation of a Historic District along portions of Main Street, Maple Avenue and Elephant Road (See map of proposed boundaries below). Heritage Conservancy has been hired to complete an inventory of historic structures in the Borough to ascertain the boundaries of a Historic District. Once the inventory is completed it will presented to Borough Council for consideration.

At their November 25th meeting, the Dublin Borough Council authorized staff to prepare an ordinance for consideration of adding the Revitalization & Visioning Plan as an addendum to the Borough's 2005 Comprehensive Plan.
Also, Council adopted the 2014 Preliminary Budget. The final budget will be considered at their December 16, 2013 meeting. If approved, there will be $41,500 earmarked for the creation of a historic
district, adopting a demolition plan and developing a “Form Based Zoning
Ordinance. All monies for the
Revitalization & Visioning Plan are projects that require further
discussion and approval pending Council authorization and contingent upon
further grant funding from other sources.
October 17, 2013
On October 17, 2013, Discover Dublin hosted a public informational meeting at the Dublin Town Diner. The meeting was to provide another opportunity for the public to share comments and concerns about the plan. The meeting was well attended with over 40 local residents and business owners participating. Thanks to Discover Dublin for hosting this meeting.

The Dublin Borough Planning Commission held a second meeting on September 3, 2013 to review the Revitalization & Visioning Plan and to receive input from the public. After receiving comments from the public, the Planning Commission voted unanimously to recommend the plan be forwarded to Dublin Borough Council for consideration.
The public will have another opportunity to provide input and feedback on the plan at a public informational meeting on October 17, 2013 at 8:00 am in the Dublin Towne Diner regarding the Revitalization & Visioning Plan before Council will consider the plan in November.

The final draft of the Dublin Borough Revitalization & Visioning Plan is now available. CLICK HERE or visit Borough Hall to view the draft. The final draft, along with a Management Action Plan was discussed by Borough Council on July 15, 2013. The Dublin Planning Commission held a meeting to discuss the plan on August 5, 2013. The Planning Commission will hold another meeting on September 3, 2013 to discuss it further before making a possible recommendation to Council. There will also be a public informational meeting on October 17, 2013 at 8:00 in the Dublin Towne Diner regarding the Revitalization & Visioning Plan.

At their July 15th meeting, Dublin Borough Council approved forwarding the Final Draft of the Revitalization & Visioning Plan to the Borough's Planning Commission. This is the first step in the process of adopting the Plan as an Addendum to the Borough's Comprehensive Plan. The Planning Commission will meet on August 5, 2013 to review the Plan and receive input from the public. The Plan will then be forwarded to the neighboring municipalities, school district and County planning commission for review and comment. Council will consider adopting the plan in November. The final draft of the Dublin Borough Revitalization & Visioning Plan is now available. Click the links on the right to view a PDF version or visit Borough Hall to view the a hard copy. The final draft, along with a Management Action Plan was presented to Borough Council on June 10, 2013 by Carter van Dyke of CVDA. Council will consider adopting the plan at its July 8, 2013 Council Meeting.

In 2012, Dublin Borough, in partnership with Discover
Dublin, submitted a successful grant application to the Delaware Valley Regional Planning Commission to prepare a Revitalization & Visioning Plan.
The purpose of the
Revitalization & Visioning Plan (RVP) is to develop a planning tool that all
stakeholders in the Borough can reference to help guide future business and
community development. The development of the plan will better enable Discover
Dublin and Dublin Borough to encourage businesses to remain in Dublin, or
relocate to Dublin.
Working with a RVP Task Force established by Borough Council and Discover Dublin, and hired consultants Carter van Dyke Associates, the Task Force hosted two public meetings to gather public input into the creation of the RVP. The public meetings occurred on December 13, 2012 and April 11, 2013. At these meetings, attendees provided feedback about what they like about Dublin and concerns they have about Dublin. These likes and concerns were then ranked by the attendees.

The public comments received will be compiled and incorporated into a final document that will be presented to Borough Council at a future Council meeting for consideration.
