The Division of Gapan City was established by virtue of R.A. 9022 sponsored by then Congresswoman Julita L. Villareal, 4th Congressional District, Nueva Ecija.
By virtue of Dep.Ed. No. 50, s. 2002, the Division of Gapan City was declared open and officially separated from its mother Division of Nueva Ecija effective January 24, 2003.
Dr. Luzminda C. Pelayo, the first Schools Division Superintendent, served the city until her retirement in December 14, 2005. She was succeeded by Mrs. Estelita G. Pineda, who in a very short time, transformed the Division into one of the best in the region in terms of academic performance. On December 26, 2012, the scepter of the educational system in the City Schools Division of Gapan found itself on the hands of Dr. Estrelita S. Cunanan who initiated the metamorphosis of the Division to abide by with the new organizational structure of the Department of Education. At present, Mrs. Silverlina A. De Jesus, CESO VI is at the vanguard of the institution, continuously improving to better serve its stakeholders and develop life-long learners.
Gapan City Division Office started operation in a two- room building at Gapan South Central School. The all out support extended by the then City Mayor, Engr. Ernesto L. Natividad, led into fruition the construction of a spacious DepED two-storey building.

The Division has 19 elementary schools in Gapan North and 14 in Gapan South District. A total of 33 public elementary schools. There are 8 public high schools and 5 senior high schools
