Dr. Ophelia Munn-Goins, Lieutenant Colonel, United States Army (Retired) is a product of southeastern Bladen County, hail from the town of East Arcadia. After graduating from East Bladen High School, LTC (R) Munn-Goins received a B.A. in Psychology from Winston-Salem State University and Commissioned in the United States Army. She earned a Masters of Education from Boston University, Masters of Health Information Systems from the University Of Pittsburgh, and a Doctorate in Educational Leadership from Fayetteville State University, North Carolina. 

LTC (R) Munn-Goins had an extensive military career serving in numerous assignments in the United States and overseas. She completed the Medical Service Corps Basic Course at Fort Sam Houston, Texas followed by assignments in Korea, California, (Vicenza) Italy, (Wurzburg) Germany, Texas, District Columbia, Georgia, Saudi Arabia and Virginia.
