What is Gaggle?

Gaggle is a product that is used for archiving staff email and documents as required by Wisconsin State Statute Section 19.21(6). The Cedarburg School District also utilizes Gaggle's Safety Management for Google Suite for Education.

What is Gaggle Safety Management for Google Apps?
Gaggle Safety Management for Google Apps enhances the safety and CIPA compliance of oogle Suite for Education environment by applying filtering and monitoring of Google Drive documents and Gmail. Gaggle also provides a Tipline that is available to students and then community via email, voice and text.


What is the Gaggle Tip Line?

How does Gaggle work with Gmail?
When a student sends or receives an email, the content of the email is electronically filtered against a blocked word list and an anti-pornograpy scanner. If inappropriate content is found, the email will not be sent or delivered and is blocked/quarantined and queued for further review by a Gaggle Student Safety Representative. A Student Safety Representative reviews the email content and determines whether it is a User Violation, Questionable Content or a Possible Student Situation.


How does Gaggle work with Google Apps/Google Drive documents?
When a student creates, updates or uploads a file in their Google Drive, the content of the file is electronically filtered against a blocked word list and an anti-pornography scanner. Scanning of files is done approximately every 4-6 hours. If inappropriate content is found, the document is marked and queued for further review by a Gaggle Student Safety Representative. A Student Safety Representative reviews the file content and determines whether it is a User Violation, Questionable Content or a Possible Student Situation. Gaggle does not have access to students' Google Drives, Gaggle can only notify the school district if anything concerning is found, Gaggle cannot remove the file from the student's Google Drive.

What happens when a User Violation, Questionable Content or a Possible Student Situation is found and deemed valid upon review by a Student Safety Representative?

User Violation Actions (Email and Google Drive Files):
A User Violation is a situation where a student uses minor profanity or insulting language, or sends or shares images that are racy or skimpy, but not extremely graphic. Gaggle records the violation and uses a three strikes policy for determining the level of response. All students start with a clean slate at the beginning of the school year. A first violation generates a first warning notification email to the student. A second violation generates a second warning email notification to the student that is also cc'd to a building administrator. A third violation generates a third warning email notification to the student that is also cc'd to a building administrator and their email account is set to only allow email to educators for a two week time period.

Questionable Content (QCON) Actions (Email and Google Drive Files):
Anything that is not an immediate threat to the student, but is cause for concern and should be brought to an Emergency Contact’s attention is marked as Questionable Content. This includes, but is not limited to, professional pornographic images or files, extremely graphic or violent stories/files not associated with an assignment, or messages containing references to sexual activity. If a QCON is identified, a Gaggle Student Safety Representative will send designated School and District Emergency Contacts an email with the relevant information and a copy of the blocked email or Google Drive file.

Possible Student Situation (PSS) Actions (Email and Google Drive Files):
A PSS is a designation that identifies an immediate threat to a student, including, but not limited to, student produced pornography, violence, suicide, self-harm, bullying, rape or harmful family situations. If a PSS is identified between the hours of 6 a.m. and 11 p.m. CT, designated School and District Emergency Contacts are notified via phone and email and/or text message as soon as possible. Students are not contacted. If Gaggle detects a Possible Student Situation with an immediate threat to a student’s life between 11 p.m. and 6 a.m. CT, a Gaggle Student Safety Representative will call the designated School and District Emergency Contact immediately as well as sending an email and/or text message. If the situation is serious, but not an immediate threat, the Gaggle representative will send designated School and District Emergency Contacts a text alert and an email providing the available information. They will then contact designated School and District Emergency Contacts by telephone the next day. If Possible Student Situations involve child pornography or possible child exploitation, they will be reported to the Cyber Tipline at the National Center for Missing and Exploited Children (NCMEC) and the appropriate Law Enforcement Agency is contacted.

What Student Information does the District provide to Gaggle in the creation of student accounts?
The Cedarburg School District provides to Gaggle at the time an account is created a student name, email address. Gaggle then generates an internal numeric user id.

Gaggle’s Student Data Privacy Policy
Gaggle’s Student Privacy Policy Gaggle only uses Personally Identifiable Information (PII) from students’ education records to enable use of Gaggle products. Unless a school official expressly instructs otherwise, Gaggle will not share or reuse PII from education records for any other purpose. Student PII in Gaggle includes first name, last name and email address.

Gaggle has signed the Student Privacy Pledge from the Future of Privacy Forum (FPF) and the Software & Information Industry Association (SIIA).

Gaggle’s Data RetentionStudent email and Google Drive files are stored by Gaggle for a period of 365 days enabling lost/deleted document retrieval, if necessary.
