About the Committee:
The Internal Affairs Committee (IACom) is responsible for evaluating and modifying the policies and procedures pertaining to all BSC professional, member, and workshift staff, as well as BSC program operations at the central and house levels. At the discretion of the Cabinet and with the approval of the Board of Directors, the Internal Affairs Committee has final decision-making authority over issues including, but not limited to, personnel policies, the Injury and Illness Prevention Plan, house-level IT service and habitability. IACom is the body that hears proposed alterations to the member appeals processes, the member contract, workshift policy, housing assignment rules, and other issues pertaining to the member contract and Administrative Code before discussion at the Board of Directors.
IACom is chaired by the Vice President of Internal Affairs (VPIA); the voting members of the committee include the VPIA, a member-at-large, a BSC Employee Association representative, and at least four non-executive Board Directors. Nonvoting members of the committee include the Operations Manager, and the IACom Administrative Assistant. BSC General Members are welcome to attend and are empowered to make motions, second motions, but they cannot procedurally object, nor can they vote. Members of the General Public are welcome to attend, and make comments and questions. All decisions made by IACom are subject to Board Approval and can be overturned by the BSC Board of Directors.
How it Came to Be:
Pursuant to the Committee Restructuring Proposal passed by Board on December 12th, 2013, the Internal Affairs Committee was born. IACom's first term in session took place in the Fall 2014 Semester. IACom was the merger of the Human Resources Committee (HRCom) and the Operations Committee (OpCom). The Vice President of Internal Affairs originally chaired HRCom; the Vice President of Operations chaired OpCom.
The general rationale at the time was for board to focus sustainably governing the BSC. Having a lot of committees on the board arguably resulted in an overabundance of overly prescriptive policies.
