ORGANIZATION DESCRIPTION:

The Berkeley Student Cooperative (BSC) is an 85 year-old student-governed and operated non-profit affordable housing cooperative near the University of California at Berkeley.  The BSC houses 1260 students in 17 room-and-board houses and 3 apartment complexes (ranging in size from 17 to 259 students).  Student Maintenance Managers in each housing unit are expected to do their own minor repairs and projects, relying on members of the professional Maintenance Crew and Maintenance Liaison for guidance, training on how to complete repairs, quick emergency response, and completing and/or overseeing more significant repairs and capital improvements.  To learn more about the BSC please visit our website at www.bsc.coop.  


GENERAL JOB DESCRIPTION:
 The Maintenance Liaison is responsible for assisting unit-level managers in meeting BSC and City safety and maintenance guidelines. They are responsible for training Maintenance Managers, providing ongoing support, and facilitating communication with the central-level. In conjunction with the Operations Manager, they work with all central-level maintenance staff to ensure that units (houses and apartments) have effective maintenance programs, maintain reasonable safety standards, and support units in effectively responding to fire inspection reports and maintenance issues.

The Maintenance Liaison will recommend and approve Home Improvement and House Approved Projects, regularly coordinate the collection of Room Condition Reports and Preventative Maintenance inspections, and oversee the coordination of moving crews related to haul away projects and projects needed for capital improvement and seismic work at individual units. The Maintenance Liaison is also responsible for completing additional projects related to capital planning and unit or central-level maintenance and operations as assigned by the Central Maintenance Supervisor and/or Operations Manager.


SPECIFIC JOB DUTIES:

Maintenance Program Support
  1. In conjunction with the Member Resources Supervisor, develop and conduct Maintenance Manager Training. 
  2. Develop and implement various additional training and resource materials, including workshops, written materials, a Maintenance Manager Google site, training videos, etc. 
  3. Provide ongoing support to Maintenance Managers, acting as a resource and fulfilling all the liaison responsibilities outlined in the Central-Level Support & Supervision Policy. 
  4. Meet individually with all Maintenance Managers at their respective units, as required by the Central-Level Support & Supervision Policy.
  5. Coordinate and develop curriculum for monthly Maintenance Manager Meetings and additional trainings to ensure they are able to perform their duties. 
  6. Perform regular walk-throughs of units with Maintenance Managers. 
  7. In conjunction with the Maintenance Supervisor and Maintenance Crew, provide updates to units regarding significant repair projects and anticipated impacts on members. 
  8. Work with Maintenance Managers to ensure unit-level maintenance closets/rooms are kept organized, safe, habitable, and stocked with supplies. 
  9. In conjunction with the Operations Assistant, coordinate pest related exclusionary work at the units, Central Office and Central Warehouse. 
  10. In conjunction with the Operations Manager, act as a resource for training and troubleshooting relating to the Maintenance Request Website. 
  11. Maintain inventory and request orders of centrally procured maintenance supplies and tools. 
  12. Report to the Operations Manager if any issues arise with maintenance that affect central-level operations or services and ensure that they are promptly addressed. 
Project Coordination
  1. In conjunction with Maintenance Managers and the CM Supervisor, coordinate and approve House Approved Projects (HAPS) per BSC policy. 
  2. In conjunction with the Maintenance Managers, review and approve proposals for Home Improvement Projects (HI) submitted by the units. 
  3. In conjunction with the CM Supervisor, coordinate work and follow-up inspections to ensure compliance with City of Berkeley Fire Department Inspection Reports. 
  4. In conjunction with the CM Supervisor and Operations Manager, regularly review and develop improvements to the Preventative Maintenance Inspection and Room Condition Reports programs and ensure that inspections and reports are completed in a timely fashion. 
  5. Manage and regularly update a list of current maintenance vendors & contractors for use by CM & Maintenance Managers. 
  6. Organize and supervise haul away vendors to support the units need to remove large items including furniture, equipment, trash and lawn debris. 
Capital & Seismic Improvement Program Support
  1. Under the direction of the CM Supervisor and Executive Director, provide support to the BSC’s long-range capital planning efforts by: 
    • Updating and maintaining the BSC’s capital planning database. 
    • Archiving all requests for proposals, competitive bids, contracts, change orders, and related documents. 
    • Assisting with the development of requests for proposals for construction projects, standardized project specifications, construction contracts, etc. 
  2. In conjunction with the CM Supervisor, provide information and updates to units and members affected by capital improvement projects. 
  3. In conjunction with the CM Supervisor and Operations Team, develop move-out and storage plans for units undergoing seismic retrofitting and other large capital improvement projects. 
  4. In conjunction with the Operations Assistant, organize, safety train, and supervise moving and cleaning crews prior to and at the conclusion of such projects 
Skills/Knowledge Required for Job Performance:
  1. Excellent oral and written communication skills. 
  2. Excellent organizational skills. 
  3. Ability to work independently and manage multiple projects. 
  4. Ability to work well with a diverse array of people, and students in particular. 
  5. Ability to organize projects involving multiple stakeholders. 
  6. Ability to develop familiarity with, have respect for and apply consistently, a complex set of organizational policies dealing with the areas of responsibility for this position. 
Entry Level Experience/Education Required:
  1. Two years college required. 
  2. Previous supervisory experience required. 
  3. Previous training experience required. 
  4. Familiarity with basic maintenance skills preferred. 
  5. Thorough understanding the BSC maintenance and operations policies preferred. 
Physical Requirements:
  1. Ability to perform duties in a normal office environment and at BSC properties, both indoors and outdoors in all types of weather. 
  2. Ability to talk, listen, stoop, kneel, reach, sit, stand, move, walk on uneven terrain, observe and measure physical attributes of properties, distinguish shades of color, and engage in repetitive motions. 
  3. Ability to operate a computer keyboard, printer, copier, and telephone. 

COMPENSATION AND BENEFITS:
This is a full-time, non-exempt (hourly) position with a starting wage of $24.10/hour. Benefits and other conditions of employment are pursuant to a collective bargaining agreement, which currently provides for a generous benefits package including annual cost-of-living pay increases, annual performance-based raises and bonuses, paid health and dental insurance for employee and dependents, paid holidays, vacation and sick leave, paid long-term disability and life insurance, and an employer paid retirement benefits program.
