We are applying to be an official Charity in China

We have been getting our papers ready for four months to become an official foreign NGO in China.  Soon we will be recognized and able to continue helping Chinese students.

We are becoming a Foreign Non Government Organization in China

You have not heard from Blessing Hands in a while. We have been so busy applying for status within China as a Foreign NGO and getting ready to go to China on June 12th, that we have not had time to write Newsletters.  We are submitting files to show what we have done in China for 11 years and getting all of our official papers notarized and sealed by three levels of our government before they are submitted to the Chinese Embassy for the final official seal there. We are complying with a new law in China that makes all foreign charities and their activities illegal unless they register with the government. 

 UPS lost some papers for a while and our required official metal seal twice came in the mail with mistakes. We just barely received it in time for one of our board members, Xiaomin Mai Oney, to take it to China to seal necessary documents. Our printer broke at a key time and had to be replaced quickly. We have used more than two reams of paper on the project. Copies have to be submitted with originals at three different offices. 

We are one of the first 3 foreign NGOs to register with the Education Department in Guangxi Province. We have to expect birth pains. The other two are from France and Hong Kong. They plan to have a special ceremony for us three and make a media event out of it. I just might get to Nanning in time to participate personally, if all of our paperwork gets  sealed and filed. We have been through all the prechecks and only need to submit the real sealed papers from the Chinese Embassy.

The Education Department and People's Security personnel have been so helpful. They have responded to questions quickly and explained what was lost in translation about the process. Both departments have to approve our application.  Different papers have been sent back by the Chinese Embassy twice to be reworked, and three translations turned out to be wrong in small details and had to be reworked.

I have personally gone to Frankfort for Kentucky State Department seals four times. Nathan Davis, the Rowan County Notary, and Mrs. Ballinger of the Kentucky Department of State have given me great encouragement and have helped us all they can.  

We have had some great heros along the way.  Xiaomin Mai, one of our board members who is visiting her family in Nanning, has been to talk to both departments and will be putting the finishing touches on the papers before they are finally presented in their final form. Matthew Liu, who is our Chief Representative in China, has redone his papers three times so far. It has been a long process. Eric Zhang and others helped to translate our official papers.

You can have a part in this new milestone too. Help us pay for all these expenses. Volunteers have freely given their time, expertise, and advice, but it is going to be very expensive when it is all finished. The cost for each paper adds up to $78 for just the seals not counting the postage and paying an organization to walk them around from the State Department to the Embassy and then send them back to us to hand carry into China.  Expenses are adding up.

Eleven Years of Service

     我们已经从事爱心助学12年,现在申请成为中华人民共和国境外非政府组织。我们将遵守于2017年1月1日施行的《中华人民共和国境外非政府组织境内活动管理法》。我们将向广西壮族自治区教育厅提交申请书,并按要求向相关部门提交过往及现在所开展活动的总结报告。

     After nearly twelve years of service, we are applying for recognition as a foreign Non Governmental Organization in the People's Republic of China. We plan to comply with the new foreign NGO law that took effect in China January 1, 2017. There are many requirements including submitting a summary of our activities past and present to the proper government offices. We will be submitting our application to the Education Department of Guangxi Province. 

     我们也希望能够和支持"祝福之手"的朋友们分享这份活动总结,因为这也是你们自2005年8月以来帮助中国学生的总结报告。

     I want to share our summary with the friends and supporters of Blessing Hands since it is really a report of all you have done for our students in China since August 2005.

     "祝福之手"慈善机构创建于2005年,旨在帮助中国广西壮族自治区桂林
阳朔的贫困学生。祝福之手的创办者贝蒂·卡茨女士是一名"友好城市英语夏令营"的老师,那时她就决定帮助那些无法支付学费的贫困乡村学生。贝蒂·卡茨女士来自美国肯塔基州的莫海德市,莫海德市和中国桂林的阳朔是姐妹城市。

     Blessing Hands began in 2005 as a simple fund to help students in Yangshuo, Guilin, Guangxi, China.  Our founder, Betty Cutts, was teaching in a Sister Cities Summer English Camp, when she decided to help poor rural students, who could not afford their school tuition. Her hometown, Morehead, KY, is a Sister City of Yangshuo, China. 

     在阳朔教育局的支持下,"祝福之手"共资助了259名当地的贫困学生。当时任职于阳朔教育局的韦守荣老师,也是夏令营的负责人,成为了"祝福之手"的第一位志愿管理人员。

     With the help of the Yangshuo Educational Department, Blessing Hands began helping 259 young students in Yangshuo.  Gloria Wei Shourong 韦守荣, the person in charge of the summer camp, was our first volunteer administrator. She also worked for the Yangshuo Educational Department as the administrator over all primary schools.

     2006年6月,"祝福之手"作为一家公共慈善机构以"祝福之手公司"的名字在美国肯塔基州正式注册。这个名字取自贝蒂·卡茨女士的家庭农场。贝蒂决定用农场的租金收入作为这个慈善机构的部分资金来源。"祝福之手"的座右铭是"助人自助"。"祝福之手"是美国符合501(c)(3)条例的公共慈善机构,税务登记号是20-4794276,总部地址是美国肯塔基州莫海德市廷伯巷106号,邮政编码0351。

     In June 2006, Blessing Hands was incorporated in the USA state of Kentucky and qualified to be a public charity under the name of Blessing Hands Inc.  The name was taken from the name of Betty Cutts' family farm. Betty dedicated the rental income from her farm to support the charity.  We are a registered 501(3)(c) public charity with the USA tax ID Number of 20-4794276.  Our motto is "Helping people help themselves and others." Our US headquarters is located at 106 Timber Lane, Morehead, KY 40351.

     过去的11年里,我们为广西省、云南省、贵州省、湖北省和甘肃省的1484名贫困学生提供了教育资助。这1484名受资助的学生中,已经有100人考上大学,并顺利完成大学学业。2016-2017学年,我们一共资助了425名学生,其中小学生83人,初中生35人,高中生227人,以及大学生80人。

     During the last eleven years we have helped over 1,484 Chinese students in five provinces (Guangxi, Yunnan, Guizhou, Hubei, and Gansu) with their educational needs. We have enabled over one hundred of our students to graduate from colleges and universities. During this 2016-2017 school year, we are sponsoring 425 students (83 primary, 35 lower middle school, 227 high school students and 80 college or university students).

     目前,我们有两位兼职管理人员。一位是广西钦州的志愿者刘蕴娜;另一位是贵州的罗华丽,我们每月支付她1000元人民币(150美元)的工资。同时,我们外聘了一位数据录入员更新网上数据,其时薪为10元(1.5美元)。

     We now have 2 part-time administrators, Anna Yunna Liu 刘蕴娜 in Qinzhou, Guangxi and Yaya Huali Luo 罗华丽 from Guizhou Province. Anna is a volunteer while Huali is paid 1,000 yuan ($150 USD) a month.  We also use a private Chinese contractor to enter our data online at 10 yuan ($1.50) an hour.

Support Summary

     我们没有接受任何政府机构的资助,资金主要来源于普通民众,也得到了一些企业和私人基金会的帮助。2015-2016学年,捐赠和利息的总收入为130,850美元。2012年至今,我们的项目已经获得捐赠567,888美元。自2005年8月6日起,我们从各种渠道获得的资助总额为976,026美元,包括了非现金礼品以及利息收入。其中14,073美元用于现金捐赠,但设立奖学金是我们资助学生的主要方式。

     Our support comes from the public with some help from businesses and private foundations. None of our support comes from any government source. Our income was $130,850 from donations and interest in the last school year of 2015-2016.  Since 2012, donors have given $567,888 to support our programs.  Since August 6, 2005 we have received $976,026 in income from all sources counting non-cash gifts and including interest. Public cash jar donations provided $14,073, but student sponsorship is our main way of supporting students.

     Money is also given by donors for special projects like 40 laptop computers for the Du'an Special Education School, 96 wheelchairs for handicapped people in Du'an, shoes for three small primary schools in Longfu County, library books for various schools and medical needs for our students. We also have summer English camps.

Special  Cooperative Programs

     除了帮助普通的在校生,我们和都安特殊教育学校也有两个合作项目。一个是和中国的非政府组织仁品视障公益合作,仁品和我们订立合约,通过远程教学教授盲人学生电脑技术;另一个是和汇益泽合作,汇益泽是为中国贫困地区小学建立再生电脑教室的社会企业。我们的目的在于为残障学生提供职业治疗,让他们毕业后能够掌握一些工作技能。

     Besides supporting students in schools, we have also begun two cooperative programs with the Du'an Special Education School. One is with the Chinese NGO Renpin Charity for Visually Impaired Persons and the other is Netspring World, a business that refurbishes computers to give to
primary schools in China. Renpin has contracted with us to teach blind students computer skills with distance learning. Our goal is occupational therapy that will allow handicapped students to have job skills after they graduate.

     Blessing Hands gave $113,159 to students and programs in the last school year.  We have given a total of $848,239 to student and program expenses since 2005.  In our most recent financial year, our expenses came to 6% for management contrasted with 94% being spent on programs. Our spending average for ten years is 92% spent on programs and 8% spent for management. We are able to have a low management expense because school personnel cooperate as volunteers with us for their students.

     Our donors mostly give in US Dollars but the equivalent of $107,541 in US Dollars was given since 2012 in RMB (738,109 RMB). Hong Kong friends and our own alumni gave much of that amount. We also were chosen the charity of Shanghai United International School where their student fundraiser netted 60,000 RMB (about $9,000 USD) for our students in 2016. We do not attempt to raise any funds from the public in China. 

     从2012年至2017年2月,"祝福之手"共收到了爱心捐赠1612笔。我们在美国蓝草社区基金会共有捐赠基金57,016美元(387,709元),每年可从中提取一次利息。

From 2012 to February of 2017, one thousand six hundred and twelve distinct USD and RMB donations were given to Blessing Hands. We also have an endowment fund with Blue Grass Community Foundation that is worth $57,016 (387,709 RMB). We get the interest on it once a year.

     志愿董事会依照规章制度管理"祝福之手"。董事会共有7名成员,其中有4名中国人。除了刘杰锋董事居住在中国北京外,其他的6名成员都居住在美国。所有的董事会成员都已婚,并有孩子。董事会每年召开4次会议,核定预算,确立项目以及监督财务决策。

     We are governed by By-Laws under the supervision of a volunteer board of 7 directors. Four of our board members are Chinese with one, Matthew Liu, living in Beijing, China. The other board members live in the USA. All our board members are married with children of their own. Our board meets four times a year to approve budgets, confirm programs, and supervise financial decisions. 

     贝蒂·卡茨女士是董事会的主席兼创办人。1970年在莫海德州立大学获得幼儿教育硕士学位后,贝蒂·卡茨女士就开始从事与孩子相关的志愿工作。她的丈夫大卫·卡茨是一名退休大学物理教授,他们有两个儿子和两个孙子。每年贝蒂都至少到中国一次,指导英语夏令营项目和检查祝福之手的项目。"祝福之手"的志愿者通常会和她一同来到中国或在中国与她见面,帮忙翻译或是对行程或项目提供帮助。

     Our volunteer founder and director is Betty Cutts. She has worked as a volunteer with children since she got her Masters of Early Childhood Education Degree in 1970 from Morehead State University.  She and her husband David Cutts, a retired college physics professor, have two sons and two grandchildren. She travels to China at least once a year to supervise summer programs and check on Blessing Hands projects.  Blessing Hands volunteers usually travel with Betty or meet her in China to help with translation, travel, or projects. 

     多年来,我们教育学生成为他人的"祝福之手",我们鼓励他们成为学校和社区的志愿者,将他们得到的祝福传递给别人。一些曾经受到我们资助的学生,也会帮助那些和他们当年一样困难的学生。还有一些志愿者通过其他的方式来帮助我们践行"助人自助"的座右铭。

     Over the years we have blossomed to teach our students to become Blessing Hands to others. We encourage them to volunteer in their schools and communities and pass on the blessings they have received. Some of our former students have given back to help other students like they once were. Some volunteer or help us in other ways to fulfill our motto.

 Summer Camps

      我们诚邀志愿老师和翻译志愿者参加即将开始的两个英语夏令营。一个是在贵州省黔西南布依族苗族自治州安龙县,时间是2017年6月18日至24日;另一个是在广西壮族自治区桂林市资源县,时间是7月4日至10日。更多详情,敬请垂询。

Why Go to China in November?

I got to visit our high school students in Qinzhou 钦州, Du'an 都安, Lingchuan 灵川, Yangshuo 阳朔, and Chibi 赤壁 during my November China trip. We opened two new high schools.

We are helping 10 families at this school with support. Many of the children are orphans, and they all have disabilites. 黄羚语 Huang Lingyu is deaf but has recently had an implant that allows her to hear. Sponsor her and change a family for 2000 Yuan ($300) a year.

The @GoodGiving Challenge begins now and goes through December 31st. Our goal is to add 35 more high school students. Each needs $415 for tuition and school needs.

A Grandmother's Story 

Do you know how Blessing Hands was born in 2005? It started with Mo Renjiao's grandmother. I was teaching in a summer English camp in Yangshuo, China when I asked to visit the families and schools. When we came to Renjiao's home, her grandmother was just coming in from the fields. She was all bent over with hard labor. I wanted to help her somehow. I did not want to just hand her money and shame this proud, hardworking woman. I looked for something in her house that I could buy. I picked up a small stool like they sold to tourists in Yangshuo. Pleased with my plan, I asked to buy it. She said no. Then she gave it to me. I am moved to tears even now as I remember that moment.

That stool sits in my home as a symbol of her great heart that took in two grandchildren to raise at her advanced age. She has lived to 94 and hopes to live to a hundred. She cannot walk unaided now, but you can tell from the pictures that she is lively yet. She is still my friend and equal in charity. 

She has seen her granddaughter go to medical school, and Blessing Hands help over a 1000 other children. I resolved that day to help children like her

grandchildren get an education - not by giving pity or "charity" but by giving them a blessing hand and expecting them to become blessing hands to others. We give the gift of education that every Chinese child needs and dreams about. 

We will be participating in the GoodGiving Challenge again this December. It is an online fund raising effort where people all over the world can give. You can help children like the Mo children and take the burden of need off of grandparents' shoulders. Our fundraising goal is $12,450 which will add 30 more high school students to our sponsorship program as totally supported. High school students in China do not get free public education. That stops at 9th grade. 

Look for more information on social media as the GoodGiving Challenge kicks off on November 28th and ends December 31st. I will get back from China on the same day it begins.

College Scholarships

We are giving scholarships to our college students now but some still need funding. Liang Chunmei is in her second year of a 3-year business English degree from Guangxi University of Foreign Languages. Her GPA is 89.56, and she needs a $650 scholarship. 

"I was born in a poor family. My parents are farmers and I have a younger brother in school. My parents work from dawn to night, but they cannot pay my tuition. I must confess that I need your help."

Several other students lack complete scholarships. Please help our students by giving to our scholarship fund or taking a student to sponsor. We will be sponsoring at least 55 college students this year.

$4,000 Endowment Gift !

I got a really good surprise recently. A family that has supported our Blessing Hands students for 11 years has given to our Blessing Hands Endowment Fund with the Blue Grass Foundation. They received an Endow Kentucky Tax Credit of 20% of their $4,000 gift. We also received a $5,000 endowment gift as a prize for our performance in the GoodGiving Challenge in December 2015. That gives us $9,000 in endowment giving this year and a total endowment of over $50,000. 

The state legislature is doing this to encourage community foundation giving. Unlike tax deductions, tax credits are taken off a tax bill dollar for dollar. This credit can reduce a donor's Kentucky tax bill to zero. For example, a gift of $4,000 can eliminate a tax liability of $800. This is in addition to the federal and state tax deduction you receive by giving the donation.

Blessing Hands will get income from our fund each year while the principal of the fund continues to grow.  Our endowment fund will insure that Blessing Hands continues to help Chinese students for years to come.

I will also visit the Du'an area to see the special education school's installation of 40 computers and the small primary schools we give school supplies to each semester.

In Guilin Prefecture I will meet with our students and volunteers and start a new program in Ziyuan County. Then we will go on to Chibi in Hubei Province to start a new high school program.

I will be leaving for China on November 10 and returning on the 29th. We will have scholarship lunches in Qinzhou - Monday November 14th, Nanning - Tuesday the 15th, Guilin- Sunday the 20th, and Yangshuo -Monday the 21st.

The Franzini family has a very interesting answer to that question. Carolyn Franzini, her daughter Maria Franzini, and Maria's son Theo all volunteered at our Friendship Summer English Camp in Anlong County of Guizhou Province. The camp was organized by Anlong No. 1 Middle School in co-operation with Blessing Hand. Carolyn taught English and US culture classes while Maria was the camp music and dance teacher.

Theo Swank, who is ten, was a great friendship ambassador because of his outgoing personality and red hair. The Chinese students had not seen many Westerners, especially cute ones with red hair. They all treated him like a movie star wanting to take a picture with him and get autographs. Theo took it all in stride and graciously participated in all the camp activities from the talent show to sports.

Anlong is a minority Buyi area in central China. Just getting there required two planes and a bus. Guizhou Province is one of the poorest areas of China according to Chinese statistics. The Franzini three generation family found eager students and appreciative educational and government officials. The students especially enjoyed Texas line dancing and folk dancing.

Maria Franzini is a music teacher at Lexington's Providence Montessori School, and Theo attends the School for the Creative and Performing Arts in Lexington. Grandmother Carolyn Franzini is a retired educator and serves on the Morehead City Council. Since Morehead is a Sister City to Yangshuo, China, Carolyn has taken part in many Sister Cities exchanges including carrying art back for a planned art exhibit of Yangshuo professional paintings at the Rowan County Arts Center in January, 2017. 

Carolyn, who has traveled to China ten times, stated, "I love international travel, because I feel it is a great educational experience to learn about other cultures. As a result, you look at your own culture with new eyes. The Anlong students were very eager to get to know each of us. They were very curious to learn about the US culture. I know they learned that we don't all live like we are portrayed in the movies."

Maria reported, "It was an amazing cultural exchange. It was inspiring to work with such dedicated students. They applied themselves whole heatedly to learning new music and dances.  It was also very interesting to learn how China's schools are different from those in the USA. "

Theo wants to go back again. He said, "Everyone was so kind to me at the camp. The locals in China liked to take pictures of me because of my red hair. I was a little unsure about the different toilets, but I adjusted just fine. "

Six teachers from the USA served in the camp along with eight volunteer translators. The students' usual English classes were taught by the Blessing Hands volunteers for three mornings, and the Anlong teachers enjoyed afternoon teaching methods classes with the volunteers. On the last two days of the camp, only the Anlong High School students supported by educational grants from Blessing Hands and Community Roots got to participate in a special US type camp with fun activities.

College Scholarships Needed

Carolyn Franzini shares support of one of our college scholarship students, Wang Pinliang 王品亮, who is studying statistics at GuizhouUniversity of Nationalities. Pinliang is from the Buyi people.  


Alisa (Zhengjin正金) needs a new sponsor for her second year of college. The video below is her thank you video to her sponsor, who now can't help her due to financial problems.  We are looking for someone to help her through the next three years of her studies in finances. Her scholarship is $650 a year.

Good News! Two of our students in Gansu Province have qualified through entrance exams to go to Baiyin Experimental High School. The bad news is that Wu Xiaotong does not have a sponsor. These are her words.

"My family only has 3 persons. My father is usually not at home. He must make money for my family. It's so tired to work. My grandmother is very old, and she is not healthy. She is sick and weak, but she has to look after me. Life is harmful. Because I am young, I can't reduce it. I want to change my family's life. I want to go to a senior high school that is a boarding school that is the best school here. I have made up my mind to study well to pay back your kindness."

The tuition expenses, books, and food will be much more expensive in high school. Wu Xiaotong will need $416 to afford high school for a year. Her father has no education, so any job he gets does not pay much. They have no land to farm. She has a 82 year-old grandmother who is not well. Xiaotong is 15 and a good student. Please sponsor her.

Summer Camp in Anlong, China

Our team of volunteer teachers and translators had a great experience at Anlong No. 1 High School in Guizhou Province this summer. We were welcomed like movie stars with flowers and lines of clapping students at the entrance gate. Theo, the young red-headed son of our music teacher, was especially celebrated with pictures and requests for autographs.

Our six key teachers where assisted by seven translators and other volunteers. We taught the regular English classes in the morning for three days and taught the teachers in the afternoons. The last two days we had our own Blessing Hands students in a relaxed fun curriculum.

Anlong is a minority area and most of our students there are from the Buyi minority. We got to visit the Buyi hometown of Yaya Luo, our China part time administrator. Yaya was welcomed back to her old high school as a returning hero. She was one of the first Buyi girls in that area to finish college. Now all the girls have raised their expectations to follow her.

It was a treat for the students to have real native English speakers teaching their English classes. In Chinese schools, the teachers change classes instead of the students, so they pile up their books on their personal desks. The 50+ students never meet other students since their class moves through the three years of high school in the same room. I sometimes used a microphone to be heard. Each class had a PowerPoint display and blackboard.


We had a fantastic month long trip to China. We will share more we did in later emails.

Our goal of $2,000 for shoes for the Longfu Students was exceeded. We can buy shoes for 250 students. Thank you generous helpers.

Ping Pong is a favorite sport.

The three primary school we help in Longfu Township in Du'an County of Guangxi Province received their spring supplies from Blessing Hands recently. Ping pong is a favorite sport, so sports equipment included ping pong balls as well as basketballs, badminton rackets, hulla hoops, and jump ropes. We collect money by cash jars in Chinese restaurants to support this program. 

While Dr. Dai was visiting the three schools he took foot measurements so all the students can have new shoes for spring thanks to you wonderful sponsors.

Anlong Summer Camp

We are excited about our Friendship Summer Camp from June 20 through June 25th.  We will be teaching in the regular English classes of Anlong No.1 High School for the first three mornings of the camp. In the afternoons, we will teach the school's English teachers. For the last two days of the camp, we will teach our own Blessing Hands students and 50 students supported by Community Roots China, a NGO located in Shanghai.

We will be sharing about US education, medicine, customs, holidays, music, art, government, and national parks. We have four volunteer American teachers and four volunteer translators. I am looking forward to having more time with our Chinese students and their teachers to share the values of Blessing Hands.

Great News about the Shoe Campaign. 

A long-time donor saw our newsletter about the Easter Shoes. He said he would give $1,000 if we could find donors to match his gift. I immediately said I would take his challenge. How about it? Will you give to help kids have shoes in Longfu Township. We already have $50 from a facebook donor. Help the kids have new shoes.
