The goal for all staff in ISD 279—Osseo Area Schools is to help each student read at or above their grade level. With this goal in mind, we understand that reading is an essential skill for all students as they move from early elementary grades and into junior and senior high school. Students who have strong skills in reading are often highly successful in other subjects, such as science, social studies, and even math. The Minnesota Department of Education (MDE) requires that all school districts develop a literacy plan to ensure students develop the necessary skills by third grade. In the following pages, you will find District 279’s plan and the resources that you need to meet the goal of having every student read well by third grade.

MN Statute 120B.12 states that a school district must adopt a local literacy plan to have every child reading at or above grade level no later than the end of grade 3.
This legislation is commonly referred to as “Reading Well by Third”. The literacy plan “must include a process to assess students’ level of reading proficiency,
