What's the difference between a creating an account and creating a blog?

The process to create an account and the process to create a blog are the same.

When a user creates an account, by simply using their Osseo Network ID and logging into http://blogs.district279.org, a blog request for that user is automatically sent to be approved.

It is possible for a user to have an account but not have a blog.
