How AIT degree helped you in achieving your career potential/goals

I  was lucky enough to gain valuable knowledge concerning transportation field from AIT.

After graduation,I apply these knowledge continuously to every aspect of my work.

Besides, due to the good reputation of AIT, I was promoted gradually to this present position.

Education/qualifications:

1. Ph.D. in Transportation Technology and Management, National Chiao Tung University (2004)

2. M.S. in Geotechnical and Transportation Engineering, Asian Institute of Technology (1985)

3. B.M. in Transportation Management, National Cheng Kung University (1978)

Career record after graduation from AIT:

1.  Director General of Taiwan Railways Administration(TRA), MOTC (2007 - 2013)

2.  Chairman of Board of Directors, Taiwan Motor Transportation Company, MOTC (2000.1 - 2005.8)

3. President of AIT Alumi Association-ROC (2007- 2011)

Accomplishment record after graduation from AIT:

1.      Since graduation from National Cheng-Kung University in 1978, Mr. Fan has been working for the government in the field of his specialty – transportation for nearly 35 years.  And over the long period of Mr. Fan’s civil servant career, on one hand, with his unremitting endeavor and perseverance in every post and mission having been assigned to him, and on the other, with his never-ceasing in pursuit of professional knowledge together with commitment to push forward the reformation in a gigantic public organization with long history like Taiwan Railways Administration, a real hard task, have highlighted Mr. Fan’s outstanding performance in his so-far career as a distinguished government employee.

2.      Under supervision of Mr. Fan, among total 39 participants, TRA has obtained the Government Service Quality Award, category of service and planning organization, with the theme of “Cruise Train” in June 2011.

3.      Improving and innovating transport services such as easing shortage of tickets in eastern line, integrating E-tickets (first automatic ticket inspection system for multi-cards of smart cards, KMRT cards, TWSC and ETC cards) and promoting tourism products like cruise train, round-island tour trains, charter trains, Old Mountain line reopening, custom-made tourist trains in branch lines, eco-friendly trains (TRA trains + bikes), TR-PASS tickets, collecting tickets at 24-hour convenience store, and multiple use of stations.

4.      Though Mr. Fan takes this position of Director General for only 6 years, his outstanding performance in taking measures to reform TRA both in hardware (purchasing new rolling stock, quality improvement in construction, electrical and mechanical domains etc.) and software (improving transport services via business innovation and recruit of new staff via national examination), has in a way upgraded the image of a regional conventional rail operator long suffering from negative image.

5.      Actively pushing forward private participation in public transportation construction plans (Build-Operate-Transfer, BOT; Revitalize-Operate-Transfer, ROT), and urban renewal plans,

Active utilization of idle land and leashing out real estate to revitalize assets; TRA won the 1st prize of Asset Revitalization Performance Rating held by Financial Ministry in 2010.
