Comprehensive Drought Index

We propose to provide decision makers with a web viewer where they can visually analyze risks related to drought by overlaying such “drought hazard zones” with various type of data (e.g. population, infrastructures, natural resources), but also with drought information from national and regional sources he can find through a multi-lingual catalogue broker.

In order to briefly describe the scenario we list below the main steps which compose it:

1.     The EDO system provides drought indexes through standard services.

2.     An alert mechanism, based on standard interfaces (e.g. SWE), recognizes the geographic zone under potential drought hazard.

3.     When a potential hazard is detected, an alert is sent to the decision support tool.

4.     The decision support tool starts the potential hazard assessment phase: 

1.     expert is required to discover drought hazard related information –through the advanced broker component.

2.     The broker provides the selected information access.

5.     The decision support tool combine the selected information with the potential hazard layer.

6.     The expert assesses the hazard impact.

The above steps are detailed and associated with GEOSS AIP general use cases (when possible) in the following Table.

The use cases Semantics Enabled Search and Ontology Engine Search have been proposed in collaboration with the Semantics WG and are detailed at the end of this document.

Drought Index from EDO




The EDO system provides drought indexes through standard services




A dedicated WPS processes the drought index and calculates the drought hazard




The WPS retrieves the drought index through a WCS




The WPS executes the hazard detection  model and, when detected, sends an alert to the Decision Support Tool (DSS)




Drought Hazard Related Information Discovery




Decision maker uses DSS to submit a query to the augmented search component in order to discover drought hazard related information (datasets)

UC - Semantics Enabled Search




augmented search component submits a query to the ontology query engine and extracts 0..N terms to be inserted into the geospatial query

UC – Ontology Engine Search



augmented search component generates one or more geospatial queries based on user selection as geospatial constraints and as keywords the related terms from previous step and submits the queries to the  EuroGEOSS broker

UC D – Client Search of Metadata



The  EuroGEOSS broker mediates the query request distributing it to its federated services




Decision maker uses the DSS to select one or more  drought hazard related information (datasets) among the ones returned by the query

UC E – Presentation of Reachable Services & Alerts



The DSS submits an access request to the EuroGEOSS broker in order to get the selected  drought hazard related information (datasets)
