<This middle paragraph makes the connection between your skills, experience, and interests and the position for which you’re applying.  You should then do some Internet research about that company/organization (or the field in general) so that you can draw a specific connection between something you’ve done, or a course you’ve taken, and this company/field.  The Letter of Interest also gives you a chance to tell a story about your experience or interest , or your short or long term plans, that may not be immediately clear from your resume.>
