Child and Vulnerable Adult Protection Policy

Guiding Principles

The welfare of the child or vulnerable adult is paramount.  All children, without exception, have the right to protection from abuse.  As the Association has no direct involvement in working with children and vulnerable adults most of the obligations under the 2006 Act do not apply.  A review of this policy will be required if that situation changes.

Trustee Responsibilities

Trustees are required to read and follow the directions of this policy on assuming office.    Copies of the relevant Acts and Department of Health guidelines will, if necessary, be held by the trustees as reference material for volunteers. Relevant Child Protection training for trustees will be encouraged.  All trustees will be given a copy of this policy.

 No Trustee will have unsupervised access to children unless appropriately vetted and invited to the event.  Before accessing any activity where children are present in the Community Centre, the Trustee will make themselves known to the Group Leader and ask to be chaperoned for the duration of their visit.  No Chaperone – No Visit.  This will also apply to any other people e.g. sub-contractors entering the building whilst it is being used as a meeting venue.  However, Trustees will do their best to avoid this situation.

Hirer Responsibilities

All hirers who use the facilities provided by the Abbey Community Association will be made aware of the Child Protection policies as adopted by the Abbey Community Association.    This will be set-out in the Hire Agreement for all bookings.  The Booking Secretary will have responsibility to ensure that all hirers are aware of their responsibilities under this policy.

All hirers wishing to use the hall for activities which include children and vulnerable adults other than for hire for private parties arranged for invited friends and family only, will be asked to produce a copy of their Child and Vulnerable Adult Policy. A copy of this document will be held by the Abbey Community Association on file. 

Hirers must ensure that any activities for children, young people and other vulnerable adults are only provided by fit and proper persons in accordance with the Safeguarding Vulnerable Groups Act 2006 and any subsequent legislation.  When requested, hirers must provide the Committee with evidence that they have carried out relevant checks through the Disclosure and Barring Service (DBS).

Should hirers have suspicions or allegations of abuse against a child or vulnerable adult, it should be taken seriously and dealt with speedily and appropriately by the event organizer, in line with the Group’s own Child and Vulnerable Adult Policy.

Any user group that experience's a safeguarding incident is required to inform the Chair (in confidence) as soon as practicable and report the procedures that followed.

Regular Review

A bi-annual review will take place following the AGM to allow for any required up-date of policies and procedures.  New trustees will be provided with a copy of this procedure to ensure they understand their responsibilities in matters of child and vulnerable adult protection.
