My latest co-authored paper, "The Development of RegTech and Implications for Regulatory Innovation: Focusing on Regulatory Compliance and Risk Management (레그테크 발전 동향과 규제혁신에의 함의 : 규제준수 및 리스크 관리를 중심으로)," is published in the Journal of Regulation Studies (규제연구) in December 2022 (Vol. 31, No. 2, pp. 161-192). RegTech can contribute to efficient and effective regulatory compliance and management by solving problems of information deficits and regulatory resource shortages experienced by both regulators and regulatees.

My latest co-authored paper, entitled "Motivational Postures and Defiance in COVID-19 Social Distancing in South Korea (규제불응의 동기와 시민의 태도 : 코로나19 사회적 거리두기를 중심으로)," is published in the Korean Public Administration Review (한국행정학보) in September 2022 (Vol. 56, No. 3, pp. 309-337). Using a binomial logistic regression, we analysed a survey conducted on 3,023 ordinary citizens and identified the correlation between motivational postures and noncompliance with COVID-19 social distancing.

I'm pleased to announce that my co-authored paper is available online in the Journal of European Public Policy. This paper entitled "Making Regulation Flexible for the Governance of Disruptive Innovation: A Comparative Study of AVs Regulation in the UK and South Korea" (co-authored with Jonghan Lee, Sanghoon Jang, and Ha Hwang) develops the Regulatory Flexibility Indicators (RFI) and assesses Autonomous Vehicles regulatory reforms in the UK and South Korea. The article is available online at: https://doi.org/10.1080/13501763.2022.2096101.

We successfully delivered a session, "Anthropocentric Approaches to Governing Disruptive Innovation" at the Law & Society Association Global Meeting in Lisbon. Many thanks to Tom Sorell, Mamoun Alazab, Ha Hwang, and Jungwon Park for presenting excellent papers and also to the discussants for constructive feedback. This session delivered five papers on AI ethics, human aspects of cybersecurity, stakeholder conflicts involving emerging technologies, and RegTech.

May 9, 2022

At the International Guest Seminar hosted by the Northern Institute at Charles Darwin University, Dr Ha Hwang and I jointly presented "Developing AI Applications for RegTech: Advancing Regulatory Sandbox in Korea."

September 23, 2021

At the special seminar organised by the Korean Society for Regulatory Studies, I presented a working paper on what we can learn from the EU and the US's recent regulatory approaches to ensure trustworthy AI (artificial intelligence), especially focusing on their regulatory arrangements governing AI and how to implement risk-based regulation and meta regulation in the Korean context.

July 7, 2021

The National Research Foundation of Korea announced that our grant proposal, entitled "Developing reinforcement learning algorithms for RegTech based on artificial neural network" will receive KRW 0.45 bn (about USD 400,000) for the next three years (success rate 10.4%). In this collaborative research that I lead as a Principal Investigator, we will develop AI-based regulation verifying algorithms that will make it easier to understand and interpret complex rules and regulations related to innovative business models

An article co-authored with Jeroen van der Heijden (Victoria University of Wellington), entitled "Urban Climate Governance Experimentation in Seoul: Science, Politics or a Little of Both" was finally published in Urban Affairs Review. Check out!

A new article published in 규제연구 (Journal of Regulation Studies), entitled "포괄적 네거티브에서 유연한 규제로 : 혁신친화적 규제혁신 원칙의 모색 (From Comprehensively Negative to Flexible Regulation: A Search for an Innovation-friendly Principle of Regulatory Reform)," points out that 'comprehensively negative,' the current regulatory reform principle in South Korea, is limited and should be replaced by a more comprehensive idea of flexible regulation.

June 4, 2021

I presented a paper entitled "From Comprehensively Negative to Flexible Regulation: Seeking for an Innovation-Friendly Regulatory Strategy" at the Spring Conference of the Korean Society for Regulatory Studies held in Seoul. You can watch the entire conference here.

Our new article, "Lounder Bark with No Bite: Privacy Protection through the Regulation of Mandatory Data Breach Notification in Australia," (co-authored with Mamoun Alazab and Jenny Ng) is published in Future Generation Computer Systems. We ask whether the Australian Notifiable Data Breach (NDB) scheme introduced in 2018 protects victims of a data breach sufficiently and effectively.

In a new article, "Effect of COVID-19 Non-Pharmaceutical Interventions and the Implications for Human Rights," published in International Journal of Environmental Research and Public Health, we examine the effectiveness of non-pharmaceutical interventions (NPIs) in containing COVID-19, by conducting a linear regression over 108 countries, and the implications for human rights.
