Samuel F. Harper
Assistant Professor of Political Science
University of Tampa
Welcome! I am an assistant professor studying state government, public opinion, and policy diffusion at the University of Tampa. I received a Ph.D. from the University of Iowa after earning a BA in political science and history from the University of Arkansas.
I primarily research and teach state government, public opinion, and policy diffusion. My main interest is in how state policies affect opinion throughout the US, including in states that have not adopted the policy. Other interests include measuring state ideology over time and identifying legislators responsible for policy diffusion.
I have also published on direct democracy, emergency management, election laws, and Covid policy. My research has been published in journals such as Political Research Quarterly, American Politics Research, and the Journal of Elections, Public Opinion, and Parties.
