About College
Growing with intent for quality, achievement and success, the College is setting its goal to become dynamic and future focused, with a contemporary approach towards education, life and culture.GDC Mendhar is a newly established college (Est. 2005) under Prime Minister’s reconstruction plan for Jammu & Kashmir State. This tot has just started taking steps towards its aim to impart education among learners in this far flung area of the State. Initially the college had started working in the premises of the Government Higher Secondary School (Boys) Mendhar and now has shifted to its own newly constructed building adjacent to the same school across the road towards Dharana, just 500 meters from Mendhar Bus stand.
Vision
We, at Government Degree College Mendhar, will impart futuristic education and instill high patterns of discipline through our dedicated staff who shall set global standards, making our students academically superior and ethically strong, who in turn shall improve the quality of life of the human race.
Mission
Our mission is to educate students especially from the local and rural areas, so that they become enlightened individuals, improving the living standards of their families and society. We will provide individual attention, a level of quality of education and take care of character-building.
Our library is to cultivate a welcoming space that sparks curiosity, fosters learning and enriches lives . The college library at present has a collection of 11564 books related to the subjects taught in the College and also topics in general. We aspire to be the heart of our community, providing access of diverse range of resources, including e-resources.

Library provides different services to its users with an objective of information for all by saving the users time. Following services are provided by the library:
Circulation Service: The library provides lending of books and allied reading material to students and staff members.
Reference service: Library maintain a collection of reference books, such as encyclopedias, dictionaries, and etc., that users can browse and read.
Periodical Service: The magazines and Journals are made available to library users. Users have to read them in library only.
E-Journals and E-book Service: The library provides access to users for making use of e-resources through INFLIBNET N-LIST and Other databases.
Web-OPAC: The resources of the library have been computerized. Users can search the resources by author, title, subject, key words etc.
Current Awareness Service: Newly arrived books are displayed by organising event.
News-Paper clipping service: The Library provides this service in digitised format.
User Orientation: Library conducts orientation programmes for new users. It is to enable them to use library resources effectively.
Photocopy Facility: The Photocopy service is provided to the users of the library.
Wi-Fi Facility: The library is Wi-Fi enabled.
Reference Assistance/ Ask a Librarian: Library Staff provide personalized responses to reference questions, aiding users in locating specific information, suggesting relevant resources, or assisting with other inquiries.
Reading Room Service: The library provide separate space for students to read comfortably.

Library Rules
The library presently observes the same working hours and holidays as the College. It remains open for the students during the summer vacation from 8:00 am to 1:30 pm unless notified otherwise.
Strict silence, decorum and discipline must be maintained in the library.
Every member must sign the register available at the entrance.
Students have to bear the Identity Card for entering the Library.
Users should not deface, cut, mutilate or damage Library materials (including documents) in any form. If found guilty User will be charged double the cost of that particular material.
Newspapers and Magazines must be read only in the library on specific tables and should not be taken to any other reading areas.
Eatables/bags/Etc. in the library will not be allowed.
The library card is not transferable and its loss must immediately be reported to the library. User will be held responsible for misuse of his/her library card. Any change of address may please be intimated to the Library in written. For misplaced, un-priced, gratis publications, rate as approved by Library Committee will be applicable.
Members are free to browse the books in the Library and the books taken out of the shelves should be left on the reading tables.
Journals (unbound issues)/Reference Books/ Reports will not be issued from the library.
No circulation will take place from the Reference Library.
Photocopy of Articles or Book chapters up to 20 pages from single Book is allowed in the Library on payment basis (Rs. 1.00 per copy).
Defaulters, in case of delay after the permissible period of loan, the defaulters’ will not be issued any publication till they clear the past account of the Library.
