Mrs. Picard earned her Bachelor of Science degree in education and special education from Rhode Island College in 1973. She earned her Master's Degree in Special Education in 1975. She taught in Rhode Island as a public school professional as well and an adjunct professor at Rhode Island College and the University of Rhode Island. Mrs. Picard began teaching in the Scottsdale Unified School District in 1996. During her teaching career, she has been honored with several awards for her work with students with special needs including a Congressional Recognition Award. Mrs. Picard began teaching at CRS in 2016.
