State Council Sunday announced three days of national mourning for Wenchuan earthquake victims starting from Monday. To mark the event flags will be kept at half-mast (see photo), public entertainment over the period will be suspended and condolence books in the Foreign Ministry and Chinese embassies and consulates around the world will be opened. The public is asked to stand in silence for 3 minutes from 2:28 pm Monday, while automobiles, trains and ships will sound their sirens. Elsewhere, BOCOG will suspend the torch relay for 3 days.

Killer quake explained
地震原因已有初步结论
The strong earthquake that rocked Wenchuan on May 12 was caused by the downthrust of the Indian Plate towards the Asian Plate, which caused a sudden rise in the Tibetan Plateau, China Geology Survey Bureau said Sunday. The quake reached a focal depth of 10-20 km and lasted for a long time, resulting in devastating destruction. Meanwhile, the China Seismological Bureau Sunday revised the magnitude of the earthquake from 7.8 to 8.0 on the Richter scale.
中国地质调查局初步监测和评价认定，汶川地震是印度板块向亚洲板块俯冲，造成青藏高原快速隆升导致的，震源深度10-20千米，持续时间较长，破坏性巨大。另外，经过对地震参数的详细测定后，中国地震局已将该次地震震级从7.8级修订为8.0级。

Beichuan County will probably be rebuilt on a new site, an anonymous official from Mianyang firefighting division revealed Saturday. The quake-hit county will be preserved and serve as a base for earthquake education in the future.

First 'love school' opens

The first "love school" for children from the earthquake-stricken regions opened in Chengdu Sunday, admitting the first 166 students from the hardest hit areas, including Pengzhou, Dujiangyan and Mianzhu. The plan for the College Entrance Exam in Sichuan was also released Sunday, allowing 40 counties in hardest hit areas to delay the exam.

Unlawful hackers invaded some Red Cross websites and changed the special account numbers for donations to the quake-stricken areas, Ministry of Public Security confirmed. People should check the account numbers carefully before remitting money to the areas and choose the ones recommended by mainstream media or get verified account numbers from the counter.

South Korean TV actor Ahn Jae Wook became the first foreign entertainer to donate for the victims of the Sichuan earthquake when he gave about RMB350000 to a fund launched by Chinese singer Han Hong Thursday.

A posting on an online forum called "Hope we can make it to the top" became popular on May 14. It located the ideal place for planes to land 7km from Wenchuan County. It caught the attention of a Dujiangyan journalist on May 15 who reported it to Sichuan relief headquarters. After verification, pilots are using the location to land planes.

The newly-installed National Defense Ministry spokesman Hu Changming (see photo), along with officers from departments involving in the earthquake relief, briefed reporters on the relief efforts of the armed forces and armed police in the earthquake in Sichuan Sunday afternoon. 113080 soldiers and armed police has been dispatched to help with rescue operations in earthquake-hit areas as of 12 pm Sunday, he said.

China began its national mourning Monday for the deceased in the deadly quake. At 4:58 am, the national flag at the Tian'anmen Square flew at half-mast after a flag-raising ceremony. At 2:28 pm, Chinese people nationwide stood in silence for 3 minutes to mourn the victims with air sirens, car and bus horns wailing in grief. Many people wore clothes in cold colors of white, blue and black. Quake death toll has risen to 34073 as 12:00 am Monday, while 245108 were injured.

More than 200 relief workers, repairing broken roads in Sichuan Province, had been buried in mudflows over the past 3 days, said Dai Dongchang, an official with the Ministry of Communications Monday. 2 construction machines and 6 vehicles were also buried, he said.
交通运输部公路司司长戴东昌19日说，过去3天中，已有200多名交通人员在灾区抢通路段时被泥石流吞没，并有2台施工机械和6台运输车辆在工作过程中被埋。

Schools begin to resume
四川灾区复课高考延期
Schools in the urban district of Mianyang began resuming classes today with authorities putting up tents for school children to attend classes. The Ministry of Education announced Sunday that 40 quake-stricken counties in Sichuan will postpone the College Entrance Examination with the new schedule dependant upon relief progress. Local education departments will improve studying and living conditions for students free of charge.
四川绵阳市区的学校19日开始复课，有关部门为学生们搭起上课用的帐篷。教育部表示，四川40个受震灾严重的县延期高考，具体考试时间视救灾情况另行确定。教育部门将为重灾区考生无偿提供复习和生活条件。

Over 1000 Beijing residents registered for orphan adoption resulting from the quake as of Sunday via hotline 96156, with 2440 people calling in for consultation. Adoption qualifications are: no children, above 30 and healthy, capable of raising and providing education.

PLA rescues 4000 victims

4 groups of the People's Liberation Army moved in Monday to rescue residents who had been trapped when two mountains collided after last Monday's quake. Chaping and Gaochuan villages and the road to Anxian town had been cut off, trapping 20000 people. Though 14000 people had been rescued, 4000 were still in the town awaiting the arrival of PLA troops.

The disaster relief headquarters of Qingchuan County has ordered a collective killing of abandoned dogs in the county in a bid to protect residents and guard against epidemics. Most of the dogs have been wandering around since the earthquake, prone to compete food with humans and bite people and spread disease.

Heavy rains to hit Sichuan

Moderate to heavy rains accompanied with storms and strong wind have been forecast to hit Sichuan, southern Gansu and southwestern Shaanxi on May 20-22, which experts say will affect rescue work. They warned related departments to be aware of the rising water level in rock-formed lakes, possible geological disasters and to evacuate people from risky sites in time.

Ma Yuanjiang, 31, a section director of the Yingxiu Bay Hydro-Power Plant, was rescued at around 12:50 am Tuesday by a Shanghai rescue team from the rubble in Wenchuan, nearly 179 hours after the earthquake. He was surprisingly able to speak and conscious after being rescued. Ma has been sent to a hospital in Chongqing.

Financial policies for quake

China's central bank and Banking Regulatory Commission Monday required all banks to cancel default rates and not press for loan repayments of companies and individuals from earthquake-hit areas. The Ministry of Finance also announced a favorable policy for those who suffered great losses due to the earthquake to pay reduced corporate and individual income taxes.
央行和银监会19日出台措施，要求各银行对灾区不能按时偿还各位贷款的单位和个人不催收催缴、不罚息。财政部同日也发布多项税收优惠政策，包括减征因地震造成重大损失的单位和个人的所得税等。

Staff from Red Cross Society of China's Sichuan branch suggested Monday volunteers not rush to quake-hit areas, as higher temperatures and heavy rains would make epidemic prevention more difficult. An aftershock of 5.0 on the Richter scale jolted Pingwu County, Sichuan, at 1:52 am Tuesday, followed by magnitude 4.1 in Mianzhu at 8:57 am and 4.0 in Qingchuan at 11:42 am.(See photo)

Nuclear facilities safe
灾区民用核设施安全
Nuclear reactors generating power for civilian use in Sichuan have been confirmed safe and controllable after the May 12 quake, said Zhou Shengxian, minister of the environmental protection, Tuesday. 32 radioactive sources were buried under debris during the quake. So far, 30 have been recovered by authorities, and the other 2 have been located.
环境保护部部长周生贤20日表示，据监测，四川境内民用核设施处于安全可控状态，未发现有放射性物质泄漏。32处放射性污染源在地震中被埋于废墟下，至今已找到30处，其余2处也已被定位。

National mourning moves world
中国举国哀悼感动全球
China's 3-day national mourning for the earthquake victims drew the attention of international media. Mainstream websites reported the news on their main pages, together with photos featuring Chinese people standing in silence in salute of the dead (see photo). Many foreign leaders Monday visited the Chinese embassies to express their condolences. UN chief Ban Ki-moon commended the Chinese government and people for their "strength, resilience and courage" in facing of massive challenges caused by the quake.

Peking University will recruit more students in quake-hit Sichuan than before and make admission easier for quake-affected applicants through a green channel, said the university's recruiting director Liu Mingli. Sichuan education authorities Monday issued an urgent notice that the province will cancel the English listening comprehension test for the college entrance exam this summer, as listening equipment was badly damaged.

Jobless rate hits 10-year low

The jobless rate in Hong Kong fell to 3.3% from 3.4%, its lowest level in a decade, said the Census and Statistics Department of the Hong Kong Special Administrative Region government. The drop in the jobless rate were mainly seen in the amusement and recreational services, restaurants and hotels, and sanitary service sectors.

Construction departments in 20 provinces and cities have promised to help build them. Accurate short-term predictions of quakes are indeed "very difficult," said Lucile Jones, a seismologist at the US Geological Survey, in a recent interview with Xinhua. The prediction of the quake time and magnitude is a difficult problem for the world. She said after the first quake, the likelihood of making a successful prediction of aftershocks is relatively higher.

Coroners arrive at quake

160 legal medical experts and investigative photographers from Chongqing, Hunan, Yunnan and Guizhou arrived in Sichuan in response to the call by the Ministry of Public Security. They will be labeling, recording and shooting photos in addition to taking blood samples of the dead, collecting data for further identifying and matching.

A woman, 60, was rescued at 6:45 pm Tuesday from rubble in Pengzhou, more than 196 hours after the May 12 earthquake. Wang Youqun, a retired shop assistant from Chengdu, had lived on rainwater. She was still conscious when rescuers found her and was rushed to hospital.

China has started transferring more than 7000 injured people from earthquake-stricken areas to other areas by train and air for better treatment. Some of the patients have arrived in Chongqing and Guangzhou, and hospitals in Xi'an and Shanghai are also ready to receive the injured. 2 men detained for rumor

2 men were detained by police in Lanzhou, Gansu, for spreading a rumor about a quake that caused panic on May 15. The men were employees of a property management company. They said they were bored that night when they were on duty, so they called students in a local school, warning them of an imminent quake. The case is under investigation.

China National Offshore Oil Corporation says it will donate RMB100m per year for the next 5 years for the reconstruction work in the quake-affected areas, mainly for schools and hospitals. The money will be generated by cutting money for advertisements and lowering operation budgets.

Cui Changhui (see photo), 38, only had a pear, earthworms and grass to live on. She suffered multiple fractures, but her injuries are not life threatening. She is now recovering in a Chengdu hospital.

Zhang Panlin, 77, the surgeon at No.2 People's Hospital of quake-stricken Shifang, fainted due to working continuously for more than 10 hours performing surgery on those injured in the earthquake. The senior professional experienced a heart arrest and was luckily rescued out of danger. He has now rejoined the frontline medical team.

Friday morning, Premier Wen Jiabao encouraged Beichuan Middle School students who survived the earthquake during his inspection of the temporary classrooms set up in a tent. On his second trip to the quake-battered Beichuan, Wen told local officials the government would build a new Beichuan County, adding that the old site could be retained and turned into a quake museum to commemorate the victims.

百余央企捐灾区近21亿
Altogether 144 central enterprises have donated about RMB2.089b for quake-hit areas as of 5 pm Tuesday, according to statistics by the State-owned Assets Supervision and Administration Commission of the State Council. China Mobile was the biggest donor with RMB286.2m, followed by State Grid with RMB216m.

The 2-day Shanghai leg has attracted attention because 4 of the torchbearers are quake relief workers, 3 of whom just arrived in Shanghai from the frontlines and the other is a medical volunteer waiting to leave for Sichuan.

Liu Mingkang, chairman of the China Banking Regulatory Commission, arrived in the quake-hit areas in Sichuan Tuesday to give his condolences. He said guaranteeing the safety and security of people and their property should top the banking industry's agenda and promised the accounts of people from the disaster-stricken places will not be affected.

A Chengdu outdoor supplies store was punished recently for illegally selling earthquake relief supplies, and its owner Liu Zhimei was arrested by local police. Liu allegedly committed fraud by obtaining hundreds of relief tents and sleeping bags from a Ningbo-based relief supplies factory in name of the Red Cross and selling them to the public. Chengdu Police has begun severely punishing such fraudulent activities that prevent relief supplies from getting to the quake victims.

Jacob's ladder saves miners
士兵架天梯救610名矿工
A special commando team of 17 airborne officers rescued 610 miners trapped in the mountains due to a landslide caused by the quake as well as a road closure by erecting a Jacob's ladder. The proficient soldiers climbed 100 meters up the steep cliff by hand and set up a jacob's ladder by using wooden materials and thick cable wires to rescue miners who were trapped for 8 days.

A stray parrot called Yosuke was reunited with its owner in Japan after repeating its name and address at the local veterinary clinic that took it in, police said. He flew out of his cage and got lost 2 weeks ago. He was taught to speak the address and name for 2 years, and even entertained the veterinary staff by singing songs.(See photo)
