WHAT IS BEING PROPOSED?The
development of a proposed Memorandum of Understanding and joint action plan
between CYFN, the 14 Yukon First Nations, Canada and Yukon that clearly defines
roles and responsibilities of all parties in order to help advance Yukon First Nation
student achievement. This process is being funded under the INAC Education Partnership Program. BACKGROUND ON THE EDUCATION PARTNERSHIP PROGRAM" The Education Partnerships Program is designed to promote collaboration among First Nations, Provinces (and or Territories), Government of Canada and other stakeholders in order to improve the success of First Nation elementary and secondary school students in First Nation and provincial( an /or Territorial) schools." [ EDUCATION PARTNERSHIP PROGRAM GUIDELINES, INAC] WHAT DO WE WANT TO ACCOMPLISH OUT OF THE MOU PROJECT IN THE LONG TERM?1. An education system in Yukon that respects the role of Yukon First Nation Governments and meets the needs and aspirations of all Yukon, including First Nations, and ensures that students can participate successfully in work, post-secondary education, training and be lifelong learners; 2. A government to government relationship in education that includes involvement in the decision-making process regarding education in Yukon; 3. Increased success for our Yukon First Nations students; 4. A Memorandum of Understanding that will be enhance administrative cooperation with respect to education for First Nation students in Yukon and is not intended to effect transfer of program responsibilities among the Parties. Specifically, any section 17 rights of Yukon First Nations. 5. A mutual understanding between all parties and a joint action plan for implementation. WHAT IS THE CURRENT STATUS OF THIS PROJECT?
WHO DECIDED WE SHOULD DO THIS?
At the January 2010 leadership meeting, CYFN was given
approval by leadership to begin the process of dialogue and discussion on a
proposed tri-partite Memorandum of Understanding (MOU) and Action Plan for
building a ‘Partnership on Education’ in the Yukon. The proposed partnership will be between
Canada as represented by Indian and Northern Affairs, Yukon as represented by
the Minister of the Education, and Yukon First Nations, with the Council of
Yukon First Nations facilitating the process.
The goal is to create a greater success rate for Yukon First Nation
students in Education and to develop and address Yukon First Nations priorities
in education. |
