William Phelan is a lecturer in the department of political science at Trinity College Dublin, where he teaches courses in international politics and research methods.

His research interests include International Relations Theory; International Political Economy; International Organisation; International Law; Comparative Political Economy; European Political Development; European Union; European Law; World Trade Organisation; Qualitative Research Methods. 

Phelan received his Ph.D. (2006) from Harvard University’s department of government, on the obedience of the EU member states to the European 'constitution'. Before coming to Trinity, he taught international politics for two years at Middlebury College, Vermont, USA.
