The primary purpose of this working group is to effect a rapid and lasting reduction in emissions from existing homes in Woking, to support the overall transition of Woking and the UK to a low-carbon economy. The emphasis is on changes to the fabric of houses and to the choice of technology, not on changing residents’ attitudes and behaviour relating to energy use – this is the remit of the parallel LA21 Low Carbon Living Project.
The Government target for UK emissions implies a minimum of 3% overall reduction in emissions every year to 2050. Given that there are about 38,000 homes in the Borough, the household contribution to this reduction could be achieved by either:
1. every household reducing its emissions every year by 3%
2. around 1000 homes being retrofitted to a very high level of energy efficiency every year, to become low, very-low or zero carbon homes 3. some combination of (1) and (2) The energy conservation practices (including micro-generation) that are relevant for housing are equally valid for small community buildings and therefore a second objective of this working group is to help organisations responsible for community buildings to reduce their emissions, by updating their premises in the most cost-effective ways.
