“Women’s economic empowerment in the time of financial crisis”

Madame Chair, thank you for this opportunity. I direct my question to the whole panel,

Women’s International League for Peace and Freedom is an international women’s peace organization. We are one of the world’s oldest peace organizations with sections on all continents. We’ve been at it for soon 100 years and our goal then is as relevant today: To make known and abolish the root causes of war. We have been working for 1325 since 1915 so to say.

In connection to the discussions on economic crises and priorities, I would like to draw the panel’s attention to what budget areas are being cut and which areas are not. According to the Beijing Platform for Action, Focus area E on Women and armed conflict states are to: Undertake to explore new ways of generating new public and private financial resources, inter alia, through the appropriate reduction of excessive military expenditures, including global military expenditures, trade in arms and investment for arms production and acquisition, taking into consideration national security requirements, so as to permit the possible allocation of additional funds for social and economic development, in particular for the advancement of women;

For WILPF a just society is a core issue for creating sustainable peace. In some countries, the global financial crisis has resulted in a shift in priorities, with a decrease of funds to projects and programmes aimed at gender equality. Important parts of national budgets are being cut while the military spending keep breaking new records.

We all seem to agree that now more than ever, it is time to invest in women and girls. I am a young woman, daughter of a single mother, fortunate since I come from a country that provides me with free education for 17 years and I think I am a better investment than any tank or bomber.

Most women of the world are not given the same opportunity and that is a waste of resources. Investing just a fraction of the 1464 000 000 000 USD that is now invested in stealth bombers and Kalashnikovs would provide millions of women around the world with the equal opportunity that I have been given. One year’s military costs would finance 24 years of the additional foreign aid required to reach the MDG by 2015.

My question to the panel is: why do you think this aspect of the key passage of the Beijing Platform for Action is overlooked in macro economic discussions on women’s economical empowerment? There is a big elephant in this room, and it’s the political priorities that lead to ever-increasing military expenditures. What is it that stops you from looking at this elephant? What would it take to make this elephant visible and bring it into the conversation you are having with each other and with government leaders?

Yesterday the celebration of the women’s day was held and the UN secretary general       
made a very appreciated speech. During his speech there was an action taken in the 
gallery with women showing letters forming GEAR UP, which made him smile and saying look 
at this Ambassadors!

Last night we had a great evening together with a big group US women and some 
”international” coming to a seminar about WILPF lobby work. It was organised by our 
WILPF office here in New York under the leadership of  AnnJanette Rosga Ph.D., the 
Director of the UN Office, who together with our New York interns (all also working hard 
during the CSW) made very interesting presentations about WILPF, what we do and how to 
about lobby strategies. I was contributing with some tips about lobbying from my 
exprience.

After having spent two days lobbying at the NGO Forum before the CSW and three days at 
CSW events on our campaign ”You get what you pay for” showing the figures World military 
spending 2008: 1 464 000 000 000 USD or 4 000 000 000 USD per day - see also the leaflet 
on our web side! –  and the GEAR campaign (Gender Equality Architecture Reform) in the 
UN, it is very disappointing that none of these issues are reflected in the final 
declaration from this CSW. The decision about the declaration from the CSW was already 
taken on Tuesday and it only reaffirms the Beijing Platform for Action from 1995. This 
means that the Security Council resolution 1325 is not included since it was decided in 
2000 and that there is not anything about the GEAR. The explanation given to this is 
that if new negotiations were opened up on the Beijing Platform for Action there are big 
risks that it would be
weakened.

About GEAR there has been presented a Resolution from the Norwegian Government and as 
far as I know when writing this joined by the US. According to information here those 
countries as well as the EU is in full support of the GEAR. At the same time but there 
is no  support from several countries in other regions of the world. We have also 
learned that there will be a resolution about Palestine, which was not yet presented.

I have met only some WILPFers from around the world from Australia, Colombia, Italy/US, 
Japan and several from the US as I mentioned.  From Sweden we are four hard working 
WILPFers: Josefine Karlsson, Pia Johansson, Tove Ivergård and myself. Yesterday also 
Laura Roskos, US co- president joined our team.

One big thing here is that women had to wait so long to be registered on Sunday. Some 
told me they had waited for almost nine hours!!!! Why are we women treated like this is 
the question. So an open letter I being sent to UN Secretary to express our outrage with 
the process. The initiative is taken by trade union women saying that they represent 
more than 200 million members of the international trade union globally. As we  from 
Sweden came already on Friday we did not have to wait that long but still long enough to 
also react. As I also learned many  did not even register to get their badge. As many of 
the side events are outside the UN building it is not necessary to have a badge to 
participate.

Urgent advisory from DAW

Announcement for NGO representatives who have pre-registered for CSW54

A significant number of NGO representatives from around the world have pre-registered to participate in the fifty-fourth session of the Commission on the Status of Women that will soon take place at United Nations Headquarters to assess progress in implementation of the Beijing Platform for Action and the outcomes of the twenty-third special session of the General Assembly.

Ongoing renovations of the United Nations Headquarters complex have put a major strain on building facilities and space availability for meetings. As a result, NGO access will be limited at official UN meetings as well as at parallel events organized by Member States and United Nations Entities.

Please be advised that:

ð    Pre-registration will be closed, as of 18 February 2010

ð    On-site registration will not automatically give access to meetings.

ð    The number of NGO representatives that will be able to attend official meetings will be determined in accordance with the capacity of the conference rooms

ð    Special Event Tags will be required for access to parallel events

ð    The number of Special Event Tags will vary per event
