2010-2011 Projects

Here is a summary of some of the construction projects that are happening in Westfield:
 
-South Union Streetscape Design and Construction.  Project cost approximately $1.1 million.  Currently under substantial completion.  Funding for this project is being paid for out of the 2009 Eastside TIF Bonds that were sold in 2009.  Taxes from the ERA pay for this project.  Example: Property taxes from the Westfield Marketplace development pay for this improvement. No residential property taxes pay for this improvement.

-Fire Station 83 Construction.  Project construction cost approximately $2.079 million.  This project started this year and will be finished in 2011.  This project resides on the Washington Woods Elementary Site just north of SR 32 on Grassy Branch Road.  Funding for this project is being paid for out of the 2009 Eastside TIF Bonds that were sold in 2009.  Taxes from the ERA pay for this project.  Example: Property taxes from the Westfield Marketplace development pay for this improvement. No residential property taxes pay for this improvement.

-Midland Trail Construction.  This project builds the Midland Trace Trail from Carey Road to Union Street Downtown in the Grand Junction terminating at the Martha Doan Cemetery.  Project estimated cost was $1.5 million.  Funding for this project is being paid for out of the 2009 Eastside TIF Bonds that were sold in 2009.  Taxes from the ERA pay for this project.  Example: Property taxes from the Westfield Marketplace development pay for this improvement. No residential property taxes pay for this improvement.

-156th Street Bridge.  This project is estimated to cost approximately $480,000.  This project began construction and is anticipated to be finished by the end of the year.  This project is being funded via cash balances within the Storm Water Utility Fund.  This is the $2.75 per month that residential customers of the utility pay.  This bridge is being completed before the one on 161st and Union because it is our responsibility and the one at Union is the County’s responsibility and is scheduled for 2011 or 2012.  The 156th Street Bridge is being replaced for safety reasons and also there are future plans to bring 156th Street south through or behind Target tying Union and Western Way together.  The Mayor has persuaded and gotten approval from INDOT (FUNDING) to bring Union under US 31 as part of the US 31 upgrade project.  Therefore, in the long run, 156th will have access to Village Park Plaza, Clay Terrace, and Downtown Westfield.  Funds from the Village Park Plaza TIF (no residential property taxes) have been designated for the design of this roadway improvement (Union Street extension or blvd).

-161st Resurfacing.  This project should start within the next few weeks.  This will reconstruct portions and resurface portions of 161 from US 31 to Springmill Road.  Project is estimated to cost approximately $350,000 being paid for primarily out of MVH and LRS money.  These funds are primarily funded via monthly gas tax distributions from the state of Indiana.

-East Access Road behind Walmart, Marsh, and Simon.  Estimated construction cost approximately $2.5 million being funded out of the Village Park Plaza County TIF (no residential property taxes).  The Mayor was able to get three property owners to donate property worth approximately $855,000.  This project will start this year and be finalized sometime in 2011.  This road will provide much needed public safety access for our fire and police to the commercial corridor during construction of the US 31 freeway.

-Community Development Block Grant Project for 2011.  This small amount of grant money (approximately $30K-$40K) will continue to be used to improve ADA requirements in the downtown area.

-Freedom Trail Park Improvements 2010-2011.  This park has been improved via an inclusive handicapped accessible playground.  This park has primarily been funded by Park Impact Fees (funds collected when new residential building permits are issued).  Additionally, the Westfield Rotary Club is providing a multi-year investment building the sensory garden for Autistic Children.  This project is being funded by the Rotary Club and Hamilton County Autism Awareness Group.

-Monon Trail Phase II (161st to SR 32).  This project is still going through right of way acquisition and is utilizing grant dollars that the Mayor was successful in petitioning from the State of Indiana DNR. 

-Monon Bridge over 146th Street.  This project is expected to be completed in 2011.  Project cost is approximately $2.6 million dollars.  Westfield’s portion of cost for this improvement is approximately $180,000.  Funding for Westfield’s portion is being paid for out of the Village Park Plaza County TIF(no residential property taxes).
