Westfield Mayor Andy Cook announced today that the City is
exploring the idea of transferring the water and wastewater utilities to a
qualified operator. The city will issue a request for proposal (RFP) this week.
The move is one many cities across the country are exploring as they balance
limited budgets with population growth, infrastructure improvements and stable
utility rates for residents.
The RFP, announced before a crowded room at a Westfield
Rotary Club luncheon today, will be sent broadly to utility companies and
organizations as a part of determining interest in transferring the City’s
assets.
“Many cities in the Midwest and across the country are faced
with meeting the demands of growth,” said Mayor Cook. “The City of Westfield is
exploring various creative options that will preserve an adequate source of
water for the future, address environmental mandates relating to wastewater, solve
urgent capital needs resulting from rapid growth, and harness future water rate
increases.”
The City’s goal, according to Mayor Cook, is to find a way
to relieve the financial burden of utility rates while alleviating debt and
addressing much needed improvements through the city simultaneously.
“With enormous development of our city on the horizon,
outsourcing management or ownership of certain water and wastewater assets
could enable the City to plan for our growth more efficiently,” Mayor Cook said.
“We have to consider the recent change in legislation regarding aquifer control
and how this could affect the future of Westfield utility services.”
Proposals are expected to be received by mid-June and will
be evaluated by an advisory team. A recommended course of action is
expected to be delivered to the Mayor and City Council by late July.
The City has created a website dedicated to the possible
water and wastewater utility transfer of assets that can be found a www.westfield.in.gov. The site
will contain all relevant important documents, including the RFP. Additional
information and updates will be sent to rate payers’ homes and a series of
public community meetings scheduled in the upcoming months to discuss the
RFP. Those dates, times and locations can be found on the website. For

Youth Assistance Hosts Second Annual Recognition
Breakfast
Westfield, IN On Wednesday, April 18, the
Westfield Youth Assistance Program will host the second annual Westfield Youth
Recognition Breakfast at 7:30am at The Bridgewater Club. The breakfast honors
youth in the community who have overcome adversity or tragedy, volunteered
numerous hours in the community, demonstrated a profound attitude or behavior
change, preformed personal acts of heroism, demonstrated personal achievement
or who have shown strong academic improvement.
Twelve students from Westfield High School will be honored
at the breakfast. "This is a great opportunity for us to recognize and
celebrate exceptional young people who deserve recognition for efforts in the
community, says Tricia Akers, Director of the Westfield Youth Assistance
Program. "It is important to note that the students being recognized are
not necessarily in the Youth Assistance Program; they're students who are
making a difference in the community, says Akers.
Students were nominated by their families, teachers or
councilors. The student, their family and the nominator will attend the
celebration along with several community leaders to acknowledge their
accomplishments. Mayor Andy Cook, Judge Steve Nation and Judge Paul Felix will
emcee the event.

The City of Westfield Begins Fire Hydrant Maintenance: Residents Urged to be Aware of Water Discoloration
Westfield, IN – The Westfield Public Works Department (WPW) announced today that biannual fire hydrant flushing will get underway again beginning April 1 and ending May 4. WPW is urging all residents to be aware of the flushing in their respective areas and that temporary water discoloration could be a possible result.
Hydrant flushing is required periodically to scour the distribution system water mains. Flushing will occur between the hours of 10pm and 6am. During this process, WPW crews will be working to remove particulate matter (Iron and Manganese) that subsequently builds up in the water mains. Removing these substances ensures that the cleanest water possible is provided to all residents.
“We are asking the residents to be patient and cooperate with us during this process,” says Kurt Wanninger, Director of Public Works. “If customers see a discoloration in their water, we would ask them to let the water run to waste at maximum volume for approximately two to three minutes, or until the discoloration disappears. It is imperative that this process occur so that our residents receive only the best quality water,” says Wanninger. WPW urges its customers to minimize water usage during the hours of 10pm and 6am to minimize the potential of receiving riled water. Activities such as laundry and cooking should not be conducted during those hours.

Citizens have free access to neighborhood crime data through the Westfield Police website and iPhone app
WESTFIELD, IN -The Westfield Police Department is pleased to announce that citizens can now gain access to neighborhood level crime incident data in near real time.
“Providing reliable, timely information to our citizens is one of our top priorities because an informed public is a safer public,” says Chief Joel Rush. “Partnering with CrimeReports gives us the ability to keep the public informed on a regular basis as to what is going on in the community.”
The public can access the free crime data through the website or through the CrimeReports iPhone app, available for free download in the Apple iTunes store. The new service even lets local citizens sign up for free customizable email updates, so they can monitor crime in their neighborhood. “Information is power,” Chief Rush added. “And we hope that giving the community this information will help them understand crime trends and lower crime in their neighborhoods.”

Westfield, IN – Mayor Andy
Cook and the Westfield City Council announced that they have lowered the tax
rate for 2012 despite approval from the Department of Local Government and
Finance (DLGF) to significantly raise the tax rate.
According to City Officials, the
City’s assessed value (AV) dropped nearly $35 million from 2011 to 2012.
As a result, the DLGF approved the City to raise property taxes to compensate
for the loss in AV. Instead of raising the rate to the authorized amount
it is our responsibility to be a fiscally responsible municipality,
furthermore, instead of raising the tax rate, we’ve responded to the economic
realities and we were able to slightly lower the rate,” says Mayor Andy
Cook. “We are constantly looking at developing ways to deliver services
to our citizens in the most efficient ways possible.” says Cook.
The City of Westfield
municipality receives approximately 25% of a typical household’s tax bill and
the Westfield Washington Schools receives nearly 65% of the tax bill. The
other 10% is divided between the Westfield Library, Washington Township and
Hamilton County. “We hope that the other taxing entities will also strive
to lower their rates so residents can begin to see decrease in overall tax
bills,” says Westfield Mayor Andy Cook. City Officials hope to continue
this downward trend as it relates to the City tax rate and will continue to
work with other government units to drop overall tax bills for residents and
business. |
