The Country Park Car Park to be Built on Before it Ever Existed

In an exemplary planning manoeuvre which will surprise no one, during the quiet days of the Christmas period Wainhomes put in a planning application to annex the proposed car park of the 'proposed' 'Country Park' well before either the car park or the 'Country Park' came into being. Their  proposal is to add 43 more houses to the current planned total of 150. 50 more houses appeal upheld

With regret we must report that the Inquiry inspector has found in favour of Wainhomes' appeal against Wiltshire CC's orignial refusal of planning permission for 50 more houses. These will be developed on the eastern slopes of Brynards Hill on land which was, albeit very briefly, part of the 'Country Park' established in parallel with the original application for 100 houses and the Interface industrial development. Wainhomes 50 More House Appeal Public Inquiry Date Set

The Public Inquiry will commence on 5th April 2011 at the Council Offices, Monkton Park
 Chippenham from 10:00am and last for 4 days.  If you attend even for a short while you can sign the register of objectors, of which the Inspector will take note. Details can be obtained from Wainhomes 50 more houses.

Another non-shock

In a non shock pre-Christmas holiday move, Wainhomes have launched their appeal against Wiltshire Council's refusal of their original application for yet another 50 houses. It will come as no surprise that Wainhomes make much play of the draft Core Strategy Wiltshire 2026 prefered site status of Brynards Hill. More details in Wainhomes 50 more houses 

50 house application refused

Wiltshire Council have refused Wainhomes' 50 house Brynards Hill application (10/03055/FUL) on several grounds including:
  • being outside the settlement framework
  • being premature (to the Local Development Framework) 
  • being detrimental to several protective policies (landscape setting etc)

Footpath Order for New Paths On Brynards Hill Made

On 28th October 2010 Wiltshire Council made order Number 18 2010 which, if confirmed, will create additional public footpaths to those already in force on Brynards Hill. Representations or objections on this may be made to Sally Madgwick, Rights of Way Officer until 10th Dec 2010. Both Wainhomes and Bradleys, have made submissions disputing that there is a case for these footpaths because of the intermittent use of electric fences. Readers can make up there own mind as to whether electric fences are typically used by farmers to control the movement of sheep or people.

Wainhomes 100 houses proposal - Council call in

It is now believed that Wiltshire Council will call in a revised application by Wainhomes intended to address the Planning Officer's concerns. This supersedes our previous understanding of 9th Sep 2010 that the Reserved Matters application would be refused. 


Wainhomes 100 House Application Recommended for Refusal

Wainhomes' application 10/2399 REM (the detail for the 100 houses) is being recommended for refusal under delegated powers and will not therefore go to committee. Issues include density, design, scale, form, overlooking, landscaping, ecology and distribution of affordable housing. A new application will be required to progress this development.

There is still time to comment on the Wainhomes plan for an additional 50 houses. Respondents may wish to consider whether the above issues might also apply to this application too. 

Last Chance to Comment on Detailed Plans for 100 House Development

The opportunity to comment on the 'Reserved Matters' in connection with the 100 house scheme expires on 26th August 2010. there is still time to comment on line at

Whilst some aspects of the proposals are welcome, such as the drainage arrangements which will be separate to that of the existing Nore Down Way estate, some are not, such as the intention to remove far more of the existing mature trees and hedgerows than was indicated in the outline plans. When the plans are executed it appears  Wainhomes will have almost achieved the complete severence of connection of the 'Country Park' with the surrounding countryside. Although not part of the reserved matters, the development drawing shows the 'Country Park' car park to have expanded to be bigger than that at Borough Fields!  What else might Wainhomes have in store for the 'Country Park'?
