BEIRUT, Lebanon — The top United Nations relief official offered a somber view on Friday of the aid crisis caused by the uprising in Syria, saying she had witnessed horrific destruction during her two-day visit and had encountered resistance by the government to accept her emergency aid proposal, which would give United Nations relief workers unrestricted access to stricken areas.

The official, Valerie Amos, the under secretary general for humanitarian affairs, told reporters in Turkey that the government of Syria’s president, Bashar al-Assad, was still considering her proposal to allow relief teams from United Nations organizations to help cope with the deprivations from the uprising against him.
