Method 1 / Método 1 - GIMP
1) Save this image to your computer (or any other file with blinkie blocks you have), or draw your own with blocks and letters.

2) Open it with GIMP. Zoom in the file, to make it easier to work with. Then, use the selection tool to measure the block size (and the other elements you intend to use as well). The ones from my example are 11 x 11 px . NOTE: My GIMP is in Portuguese, but don't worry, I'll translate the options and mark their locations.
Abra-o com o GIMP. Aumente o zoom no arquivo, para ficar mais fácil trabalhar com ele. Então, use a ferramenta de seleção para medir o tamanho do bloquinho (e o dos outros elementos que você pretende usar também). Os do meu exemplo têm 11 x 11 px.
3) Verify the number of blocks you are going to use, then multiply it for the width of your block (if you intend to leave no space between blocks) or the width of your block + 1. Add the width of any other elements you're going to use. That will be the width of your file. For my example, I'm going to spell "Umrae" (5 letters). So, the width of my file will be (11+1) x 5, or 60 pixels. For the height, use the height of your blocks (or the largest element), plus 3 or 4 pixels. For my example, I'll use 15 pixels. Create a new file on GIMP using those measures (File > New).

4) Delete the background layer by dragging the layer to the trash can icon. Then create a new layer (Layer > New Layer). Select the transparent background option. Copy and paste the blocks of the desired colors into the new file. Make sure to leave a few pixels on the bottom part of the canvas.

5) Copy and paste the letters/numbers into the blocks.

6) Make copies of the layer. The number of copies will depend of the effect you want for the animation. It's important to have at least as many copies as the number of letters. To make the copies, select the desired layer and click on the duplicate icon.
Faça cópias das camadas. O número de cópias vai depender do efeito que você quer na animação. É importante ter ao menos tantas cópias quanto forem as letras. Para copiar as camadas, selecione a camada desejada e clique no ícone de duplicar.
7) Now comes the hardest part. Select the first or second layer FROM BOTTOM TO TOP, acording to the effect you want. Make all layers invisible, except for the one you're working at (click the icon that looks like an eye to hide/show the layers). Select the first block, paint the letter with a different color (white is recommended) and, if you want, move the block one or two pixels down. Then select the next layer. Now at the second block, paint its letter a different color, then, if you want, move the block down. Repeat the procedure with the other layers, one block per layer.
Agora vem a parte difícil. Selecione a primeira ou a segunda camada DE BAIXO PARA CIMA, de acordo com o efeito desejado. 8) If you'd like to preview the animation, select "Filter > Animation" on the menu.
Se quiser prever a animação, selecione "Filtro > Animação" no menu.
9) Now we have to save it. Select "File > Save as" at the menu. Name the picture, then save it as .gif . On the next screen, choose the option to save it as animation, then on the next one, make sure the option to loop the animation is flagged. Also, set the frame times in miliseconds (I've used 100ms for this one, but it's usually better if you make it a little bit slower) and choose the "One frame per layer (replace)" option.
