INEFFICIENCY & INEFFECTIVENESS CAUSED BY INADEQUATE MEETING PREPARATIONThe
board has not received adequate materials prior to the meetings in April and
May, making it difficult to conduct town business. The supervisors should be
able to rely on receiving a proper agenda and supplemental materials at least
three days prior to a regularly scheduled meeting to allow sufficient time to
prepare. It has also been confusing to residents attending the meetings to
follow the discussions from repeatedly revised and amended agendas, even from a
different version of the agenda.According

LAW VIOLATED BY TOWN BOARDAdvance notice of the meeting of the Board of Appeal and
Equalization on April 26th was not properly published in the newspaper as
required by law. When Supervisor Pam Perry questioned this, Supervisor Wanda
Haverkost and Clerk Brenda Richardson claimed that such publication was not
necessary and that putting it in the town newsletter and the minutes of the
board meeting was sufficient, according to various sources they had contacted.MN Statute 274.01 subd. 1 states: "The clerk shall give
published and posted notice of the meeting at least ten days before the date of

Board MeetingAttendance: Five town officers, L.L. Johnson of the
Scenic Range NewsForum, Joe Gareri (lives adjacent to Baich Road in Coleraine),
Evyonne Axley, Diane Carlson, Kelly Sue Coyle, Jeanne Newstrom, Joe Marinaro,
Shirley McDonald, Pete Moran, Howard Norgard, Gwen Rutherford, and Liz Shoberg
for a total of 17.
GOVERNMENT ACTIONSBOARD
OF APPEAL AND EQUALIZATION - Conducted on April 26th by Supervisors Perry and
Haverkost and county assessor staff.
Residents appealing their property taxes were Maurice and Carol
Comstock, Lyle and Linda Hammargren, and Fred Tanner.

A REVIEW OF APRIL TOWN GOVERNMENTThe town board changed this month with a new clerk, Brenda
Richardson, and a new supervisor, Pam Perry. Both attended the Minnesota
Association of Townships course for officer training. Angie Tanner was
sworn in as Deputy Clerk. The town received over $20,000 from the Ellen Hannula estate and
the final distribution from the Evelyn Robinson Trust. The Hannula
bequest specified that it was for maintenance of the community center.
