cheapest estimated cost:
ipod , $60; used thrift store speakers w/ power cord/ audio out $20;

12v power inverter, $30; 12v scooter battery, $20; 12v battery charger $30,

2 double AA batteries $3 & thrift store large backpack, $10.

total: $173.

10 step bicycle stereo assembly instructions. 

1.   Charge the 12v Scooter Battery until it is full charged.

2.  Assemble the Speakers:  Plug in the Audio Output Cord into speakers and plug the Speakers Power Cord into the Power Inverter outlet.

3.  Splice the cord off the Power Inverter and seperate out the two cords resulting in two cords.

  Figure out which he polarity of the Power Inverter cords: Which one is negative and which cord is positive.   You can do this by using 2 double a batteries.  Connect them together and if touch the positive and  negative wires to them.  If it sparks then it is the wrong polarity.  If on the other hand the inverter shrieks due to insufficient power, then it is the correct set up. Mark your cords positive and  negative.
5.
  Disconnect the 12v Scooter Battery from the charger and connect the positive wire to the positive terminal and the negative wire to the negative terminal of the 12v Scooter Battery.
6.  Turn on the Power Inverter.   
      If it does not turn on:

      Is  the positive is connected to positive and negative is connected to negative? (see #5)   
      Is  the 12v Scooter Battery full charged?
      Is  the Power Inverters fuse blown?

7.   Turn on Computer Speakers and plug Audio Output Cord into iPod.

8.  Sort all stray components together, with an emphasise on seperating out all cords - especially exposed cords.  I used plastic casing to do this.   Find something usefull around your home for the setup.

9.  Place Bicycle Stereo into Large Backpack.   Wind it around you so you can be comfortable on your bicycle.  A lanyard might help keep it attached to you properly.

10.  Press Play. 

 Bicycle Stereo enjoys a crowd of bicyclists.
