Zach Freind, President of the SANTA CRUZ COUNTY DEMOCRATIC PARTY - Longtime Political Supporter of Local Government Expanding Bureacratic and Police Powers Zach Friend and his Santa Cruz Police Department apparently intends to press charges against disabled ex Planning Department employee Vincent John LoFranco. Mr. Friend seems to state it is completely lawful that the disabled (due an industrial accident that occurred while performing a building inspection) LoFranco was "shoved" by Brave Burns as a security measure to protect HIS Department. Mr. Friend may make up new charges as needed to protect Burns, a fellow bureaucrat. Possible Charges include "crowding" near a doorway in a Public Building, which in Mr. Friends informed and official legal opinion (he is also Spokesman for the Santa Cruz Police Department) warrant "shove" from Planning Director Burns. Santa Cruz Police Department seems to have a very unique, and political party affiliated based law enforcement procedure. Mr.Friend interprets laws much as our County Board of Supervisors. Illegally, arbitrary, capricious, wrong and always for the maximum self severing political benefit of their trough swilling Bureaucratic Brethren. Email reports have LoFranco Preparing for Strip Search- Mr. Dan Bronson Chairman of the Santa Cruz County Building, Accessibility and Fire Code Appeals Board and invited Guest Vince LoFranco- speak to Santa Cruz Police Spokesman Zach Friend's Democratic Party of Santa Cruz. Supervisor Neal Coonerty was present as well as Planning Commission Appointee and Husband of Supervisor Ellen Pirie, Terry Hancock. Dan Bronson, Chairman of the BAFCAB and Myself spoke to the Santa Cruz County Democratic Party Regarding Santa Cruz County Planning Department oversight and the importance of an Independent and Professional Building, Accessibility and Fire Code Appeals Board as mandated by state law. Zach Friend is the President of the Santa Cruz County Democratic Party as well as Spokesman for the Santa Cruz City Police Department and the one you hear attempting to limit time and questions. That is again Mr. Friend making the extremely rude, unappreciative, inappropriate and condescending comment, "that item went about 15 minutes too long", we were there for about ten- Unbelievably rude. The crowd was extremely warm, concerned and supportive, with many welcoming me and introducing themselves. A very pleasant, sincere and concerned group local citizens. Thanks again for your time and attention. Unfortunately, the Appeals Board was disbanded by Board of Supervisors at their meeting June 2, 2009. Mr. Connerty and Ms. Pirie were the most vocal opponents to the continuance of this quality, qualified, experienced, professional and volunteer Board, glowingly appointed to the Appeals Board only a few months ago after years of "hibernation" in the words of Assistant Planning Director David Lee by the same Supervisors that ridiculed, insulted, and publicly FIRED them. As I was walking out after my potion of the talk was over, Neal Connerty spoke to me for the first time ever, only saying "see you June 2" with the most obvious smarmy, condescending tone, grin and manner. He already knew! Kindness and concern was the rule with the exception of Mr. Coonerty, Mr. Friend, and Terry Hancock. These three, County Supervisor Connerty, Santa Cruz Police spokesman Friend and Planning Commission Member Terry Hancock, husband of Supervisor Ellen Pirie, whom appeared quite late into the meeting, actually pushing past me from behind upon arrival were the exception- With much more than a passing interest, many attendees took the opportunity to corner Mr. Bronson and Myself in the lobby with their own MANY horror stories about their treatment by the County Planning Department. Thanks again and I am so thankful for Mr. Bethke, Mr. Bronson, Mr. Irish, Mr. Parks and Ms. Fiorovich. Their hard work and dedication, their expertise and professionalism, their commitment to our community and attempting to negotiate the myriad of building and land use codes, laws, rules and policies, and all with no financial, administrative, legal support from County Management or even common decency, consideration and respect. Instead these professional volunteers were thanked for their hard work by being insulted, slandered and lied about by Susan Muariello, Ellen Pirie, Dana McCrea, Rahn Garcia, Leopold, Mark Stone, Tony Campos, David Lee, Tom Burns, Jennifer Hutchinson, Ken Hart, Mark Deming, etc. etc. Another caring member of public, with two burned out houses and could not get an appeal gives credit for the creation of the Building, Accessibility, and Fire Code Appeals Board , and putting pressure on the Planning Department to Supervisors Pirie and Coonerty. What did they tell this nice lady and fire victim to provide her such comfort? What will they say now? Wow and Connerty knew then that he was firing the ENTIRE Board in a few short days, how completely disingenuous. .and even though this appearance by Mr. Bronson and me had been planned, scheduled and agenized well over a month before, it was mysteriously left off the agenda. When Coonerty arrived and saw Mr. Bronson and myself, he approached Mr. Friend and said "I thought this was not happening tonight" I guess they tried. Thanks again to the caring, concerned, active Democrats for their time and attention— But in terms of openness, transparency, due process within the County Planning Department, and with the Board of Supervisors now hearing appeals - NO WE CANT Suffering will continue to envelop environmental quality, safety, education, traffic, social services and overall quality of life our community is suffering as a result of the actions of disingenuous, self serving politicians and bureaucrats- be they Republican, Democrat, Independent Please consider the cuts to the very services that Democrats have fought so hard for as Management and Bureaucratic salaries and influence soar. We can do better; we can have fairness, accountability and openness in Government, -YES WE CAN. We just are not there yet and will not get there as long as we count on the same people that brought us to this place, to get us out of it.
