I waited nearly a year and a half for a trial, and in the end I am left feeling totally betrayed by the justice system. I was brutally assaulted on February 13th 2002, punched from behind and then kicked in the face without ever the chance to defend myself. As you know, the assault was so severe, that I was left with a broken jaw and a missing tooth. I also have nerve damage to the chin area of my face. Every time I shave, brush my teeth or even lick my lips, I am reminded of my attackers. You cannot imagine how frustrating it is for me to have had to deal with these injuries and know that neither of the defendants were convicted of a crime consistent with their actions. I never threw a single punch, and I will take that to my grave, but in the end this didn’t even seem to matter.
After surgery, I sat on the couch for six weeks eating through a straw mulling over what had happened to me. Unable to attend the classes I was in at Cabrillo. Unable to do just about everything except sit and think about what was done to me. I was unable to enjoy the end of my season as a coach for the J.V. team at Harbor High. Everything was overshadowed by the fact that I was talking to the boys through the wires that held my jaw shut. Instead of being able to focus on the successful season we had together, it was overtaken by their sympathy for what had happened to me. The enjoyment that I get out of playing soccer has also been affected. Ever since I was 11, I have been avidly involved in the sport. I played for my junior high team, my high school team, and local college. In between those seasons, I was always active in other leagues like club soccer, Sunday league, indoor, etc. Since the incident I have not been involved in any of these. Today, I find myself looking over my shoulder constantly to see if someone is coming.
As Juan Corcoles stands before you, please consider all that
has happened to me because of his involvement in the attack, i.e. kicking me in
the face as I was on the ground defenseless.
I am moving back to the area of Santa Cruz and I ask that you please
disallow Juan from participating in any organized soccer leagues in the county. I also ask that you impose the maximum sentence. He should be answering to a felony and not a
misdemeanor. How the jury came to the
conclusion that he assaulted me but is not responsible for the great bodily
injury sustained as a result I will never understand. I was seriously hurt, and if that kick had
landed in a different place, I could have died.

RE: Proposal to Construct An Office Building On Goat Hill Road in Goat Rock State Park
Dear Mr. Stephenson:
I am writing in regards to the proposal of the State Parks office building within Goat Rock State Park. I passionately object to it and all that would necessitate its existence, such as, new or re-paved roads, storage facilities, parking lots, etc.
I have been a visitor of the park since I was a young boy, and have developed a bond with the area that is truly beyond words. It is a place of refuge for me where I can escape from civilization and all of the things it tends to be associated with, traffic, streetlights, polluted air, etc., and simply be at one with the overwhelming natural beauty that surrounds me. My grandfather shared this same affinity with the Goat Rock area when he and my grandmother decided to purchase the land where my family’s cabin now resides. Each time I visit the area, I am blown away by the amount of visitors that have come to enjoy it. Whether it be a cold and foggy winter’s day, or a clear spring weekend afternoon, there seems to always be a steady influx of visitors. I feel very strongly that if these folks were aware of the proposal, and their voices could be heard, their voices would echo the messages I am sending.
This part of land needs to be preserved in its natural state! Just look around. Does it make much sense to develop here? I believe the current proposal is irrational and counterintuitive to the well-being and success of the park. Thinking of the proposed development’s manifestation gives me much anxiety. If the proposal is carried out, I will feel betrayed by the State Parks Department. It is essentially your duty, and the responsibility that you are entrusted with to preserve our State Parks from any unnecessary encumbrances. I feel that the current proposal would reflect a failure on behalf of your department’s duty to the public.
I do not doubt that the structures called for in the project are necessary to your departments operating effectively; however, I cannot understand the logic behind the location you have proposed. It will have a negative impact on all of us that use the park. Nobody makes the jaunt out to look at government infrastructures in operation. There’s no doubt in my mind that development of any element of such an infrastructure would have a negative impact on the driving force which draws visitors to the area.
Much of my anxiety comes from the feeling that the decisions that are before you will effect the quality of my experience at Goat Rock State Park from here on out. I am concerned that what is done will be irreversible and that it will permanently effect the aesthetic quality and natural beauty that the area is endowed with. I long anticipate the day where I will visit my little cabin on the hill with my children and explore with them all that is available to us. The thought of this building and all that it would necessitate as being part of our experience saddens me. I hope that you will consider my thoughts and ultimately reevaluate the location you have proposed for development. This is an extremely sacred place to many, and is why we (The Goat Rock Protective Association) are so passionate in our opposition. This area needs to be preserved and I ask that you do whatever needs to be done in order to do so.

Central Sprinkler Corp no. BC 176727 Dear Counselors: I am in receipt of the Initial Distribution Plan for said matter, which is to be heard in Los Angeles Superior Court on January 27, 2000. I filed a proof of claim prior to the August 1, 1999 deadline and I am therefore an eligible class member. I completed the claim form on July 26, 1999 and mailed it to Central Sprinkler. I called on October 19th since I had not yet received replacement sprinklers in the mail. The Central employee I spoke with indicated that they had received my claim, but that they were inundated with claims and that she would check on mine and get back to me. Three months later, no replacement sprinklers, no call. If I am to understand our situation, my family is not protected at this time due to a possible failure of the sprinklers to perform should a fire occur. This is an untenable situation and I believe that the Court should order Central to get these replacement sprinklers to people immediately, since it will take some time to arrange for a contractor and have the corrective work performed. I have a couple of concerns regarding the Initial Distribution Plan. The methodology for calculating the uniform per-sprinkler amount is overly simplistic. Simply dividing the funds available by the total sprinkler heads does not take into consideration the varying labor costs in different areas of California. Individuals who happen to live in an area where labor is less expensive will derive a greater benefit than someone who lives in an area where construction costs are high, as I do. Some sort of weighted factor should be used to account for regional differences in construction and labor costs. Under this type of approach, the sprinkler heads would be totaled by region(bay area, central valley, etc) and a factor which reflects the plumbing costs in each of those regions would be used in establishing a uniform per-sprinkler rate for each region. This would result in a more equitable approach for reimbursement of labor costs than an across-the-board flat rate per sprinkler. My other concern involves the time table for distribution of funds. I assume that the January 31, 2001 deadline for filing a completed verification form in order to be eligible for reimbursement does not apply to those individuals who opt to replace their sprinklers and submit claims for reimbursement, (like myself), but only applies to those who opt to receive the $5 flat amount per sprinkler head. The Initial Distribution Plan references Paragraph 5 of Appendix C of the Consent Order, which was not included with the documents. I am sure that there are many individuals like myself who have not yet received their replacement sprinkler heads, and until we do, it is not reasonable to set a deadline for installing them and filing a claim. I would like to see the order allow filing a claim for reimbursement for a one year period of time from the date when Central mails the replacement heads to eligible class members. Certainly, if it takes Central six months or more to simply ship replacement sprinkler heads to me, I deserve at least a year to obtain any permits (if necessary), find a contractor, schedule the work, complete the work, and file a claim with Central. Rick and Carol Hanson Dave and Marcie Quist Dear Friends: It was nice to hear from all of you over the holidays. I thought I would reciprocate with a brief letter. First things first- Rick is still Rick in my world. It’s been hard enough handling the Doug to Sumner deal- I still botch that half the time. And Prince is still Prince in my books. Ok, enough on that. It sounds like everyone is very busy, and happy. That’s great. You always want the best for your friends, and it sure seems like you all have prospered over the years. It’s interesting that each of us have ended up settling in places other than Sacto. As to Maureen and I, things are going well. We hit the big 25 this summer, our silver anniversary. Does that make you feel just a little old? Our kids threw us a big surprise party, pulled out all the stops. It was a whole lotta fun. Maggie is a junior at UC Santa Barbara, and doing well. She turns 21 in February. If our silver didn’t make you feel old, that should! However, now I won’t have to miss any of the 4th quarter- “Maggie, go get me some more beer!!” Problem is, I’d probably only end up with 3 beers out of the pack. They teach you more than the 3 R’s down there in Santa Barbara, if you know what I mean. Not to create the wrong idea about our daughter, though. She is a responsible kid who works very hard at school. Deans Honor roll last quarter, etc. She just inherited our “work-hard-play hard” gene. She is planning on enrolling in a university affiliated course in Spain this summer. I hope that pans out for her, because she will have an opportunity to travel a bit too while she is there. It’s been nice having us with her over the holiday break, but we’ll be sending her off this weekend. I know the time is drawing near because the washing machine is working overtime. Soon the pantry will be picked clean. Some things never change. Eric graduated from high school last year, but he is not college bound at this point. He didn’t care too much for school, but he loves soccer and that may ultimately pull him back into the mix. He was all-league as a senior for the school team, and played on a club team this fall that won the district cup. He’s helping coach the high school team this year, which is a good experience for him. All volunteer, but the guy he’s assisting is top notch, played professionally in Europe and coaches a lot of club teams around the bay area, so Eric’s learning a lot. He was working half time at a service station until a few weeks ago, when he cut back for the soccer season and also to make time for snow boarding. Problem is, there’s no snow this year. It’s bleak in the Sierra’s. Self serving- sure, but at least it has something to do with Land Use Issues- ________________________________________________________________________________________________________________________ ________________________________________________________________________________________________________________________ ___________________________________________________________________________________ Michael Stephenson, Superintendent State Parks North Bay District Russian River Sector PO Box 123 Duncans Mills, CA 95430 RE: Proposal to Construct An Office Building On Goat Hill Road in Goat Rock State Park Dear Mr. Stephenson: We are writing to express our vehement opposition to the proposal to construct an office building for State Parks administrative staff on Goat Hill road within Goat Rock State Park. We have been out-of state on a vacation until very recently, and are just now able to get this letter to you. First, we agree with the sentiments and concerns expressed to you in the letter dated October 18, 2004 from Kathleen Elbe and Richard Ryan on behalf of the Goat Rock Protective Association. In addition to their remarks, we would like to offer a few thoughts of our own. As a member of the State agency responsible for the care, management, and protection of this exceptional part of the California Coast, you know that Goat Rock State Park is a beautiful and special place. What makes it so? Goat Rock State Park is wide-open, undisturbed, natural, quiet, and grand in scale. Constructing an administrative building and parking lot in one of the undisturbed open areas is totally at odds with these qualities and is a violation of an area that is entrusted to your agency to protect. We do not believe that the public interest is well served by locating an office building at this location. The general public does not come to Goat Rock to see buildings; they come to not see buildings. This area should be left in open space and remain part of the public viewshed forever. As a property owner in the area, we have some additional concerns. First, Goat Hill Road is a narrow, unpaved road. We love it that way, and it fits the area. It is also a very low traffic area, as many of the owners in this area do not live here full time. Will the Fire Agency require the road to be widened and improved for fire and emergency access? We are opposed to any improvements to widen or pave this road, as it will again, change the entire character of this area for the worse. We like sharing the road with the abundant wildlife, and navigating the potholes. In terms of traffic, an office building of this size will generate approximately 50 or more additional vehicle trips per day. That is a big impact on a tiny, narrow road. And the thought of passing an office building and parking lot rather than an open field on the way to and from our cabin is very distressing. It would be tempting to dismiss these concerns as NIMBY objections, but that would be wrong. This is simply the wrong place for an Office Building. The fact that the proposed structure is for State Parks staff on State owned land does not change the fundamentally incompatible nature of this proposal. An administrative facility such as this should be co-located with like facilities at an existing location that is already developed and has appropriate access and infrastructure. State Park lands should be put to the best use for the public, and building an office building at this location is not in the public interest. Preserving and protecting the open space at Goat Rock State Park is in the public interest. Thank you for the opportunity to comment on this proposal. We appreciate the difficult budgetary challenges facing public agencies, but let’s not compromise on something as sacred as this area to solve a short-term problem. We will all come and go, but the decisions that we make today will affect future generations for years to come. Please abandon these plans and commit to finding a more suitable site for your Offices.
