1.  Define a topic or broad problem
that you want to know more about
Examples:    Supreme Court nominee Sonia Sotomayer?
                     Stimulus package?
                     Remodeling your kitchen?
                     A certain country?  Historical period?  Charity?

2.  Identify types of information you need
