What if I told you that the bottom line to many of the problems with issues such as these are the contracts that police have with various communities ? In many instances, it would be easier to fire any other "union member" of practically any trade or Union group. While the vast majority of American's can be subjected to alcohol and or drug testing, law enforcement is most often is not. Especially of drugs such as "steroids". Mandatory alcohol, drug and steroid testing of an office involved in a shooting or allegations of "police abuse "could go a long way to helping prevent such "situations". There have been a few reports of communities making such drug testing mandatory (Oakland CA, Chicago IL) in response to "fellow officers" often not testing each other in various situations. If testing for marijuana were to be added to that list, "they" would probably hurry up and legalize marijuana before many of them could fail the testing. The following is My present opinion and conclusion, after reviewing the posted reference material in the "Attachments" section of reports for download:

Regardless of what can cause a good cop to behave badly, the rarely seem to be held accountable for their actions. For example, 99% of the "reported" police abuse in Chicago has gone unpunished.

Think about Firestone tires, GM gas tanks, the current Toyota situation, and there is too long of a list of such "situations". B: Some reports estimate steroid abuse by law enforcement to be well over 20%. Steroids are well known to induce "Roid Rage".
