Steroids and Tasers: Police Are Unaccountable By Contract

Reference material about this subject is posted for download, below.

What if I told you that the bottom line to many of the problems with
issues such as these are the contracts that police have with various
communities ?  In many instances, it would be easier to fire any other
"union member" of practically any trade or Union group.

While the vast majority of American's can be subjected to alcohol
and or drug testing, law enforcement is most often is not. Especially
of drugs such as "steroids".  Mandatory alcohol, drug and steroid
testing of an office involved in a shooting or allegations of "police
abuse "could go a long way to helping prevent  such "situations".

There have been a few reports of communities making such drug testing
mandatory (Oakland CA, Chicago IL) in response to "fellow officers"
often not testing each other in various situations.

If testing for marijuana were to be added to that
list, "they" would probably hurry up and legalize
marijuana before many of them could fail the
testing.

The following is My present opinion and conclusion,
after reviewing the posted reference material in the
"Attachments" section of reports for download:

Policies for the use of tasers across the entire country appear to have
resulted in more deaths than Firestone tires due to the misrepresentation
of the dangers associated with tasers.
See the sub-page:
In My Opinion - Red Collar Crime and Tasers

While tasers can be and are a useful law enforcement tool, restrictions
on the use of tasers need to be modified and policies altered accordingly.

The vast majority of policeman are heroes that
risk their lives to serve and protect.

Craig Futterman, a Clinical Professor of Law at the University of
Chicago Law School, Melissa Mather, a Clinical Lecturer, and Melanie
Miles, a recent law graduate, have released a major study of the
Chicago Police Department’s supervisory and disciplinary practices.
This study presents a comprehensive analysis, based on the most current
statistics, of the CPD’s “broken system” for investigating complaints
of civilian abuse.

It is titled "The Chicago Police Department's Broken System" and posted
below as a PDF file.
Also note their web address is
http://uchicagolaw.typepad.com/faculty/2007/11/futterman-relea.html

The real problem appears to be the
"unaccountable by contract" regardless of
people being
shot, tasered, beaten or pepper sprayed.

One of the "hidden factors" with all of these situations is the
Epidemic of Police Brutality & Steroid Abuse

A simple Google search on "Roid a cops" reveals a lot of censored news on
this "situation".

Regardless of what can cause a good cop to behave badly,
the rarely seem to be held accountable for their actions.

For example, 99% of the "reported" police
abuse  in Chicago has gone unpunished.

In reference:

Study: Police abuse goes unpunished
by
Ryan Gallagher  April 04, 2007
Medill Reports, written and produced by
graduate journalism students at Northwestern University’s Medill schoo

In the interest of public safety and awareness it is worth noting a
few things

A:
That law enforcement appears to have been misled with the regard
of the dangers of tasers. Think about Firestone tires, GM gas tanks,
the current Toyota  situation, and there is too long of a list of such
"situations".

B:
Some reports estimate steroid abuse by law enforcement to be well
over 20%.  Steroids are well known to induce "Roid Rage".

Activists are working on this at:
End Steroids Use By CopS
http://groups.yahoo.com/group/E_SUCKS/

C:
It is not the "weapons of choice" by law enforcement that is the
problem. But this often seems to also go beyond problems with
training and accurate information.

But rather "contractual agreements" that enables some law enforcement
personnel to evade "accountability".

This is demonstrated with the current BART police shooting in Oakland,
California.
A report titled "Broken System" documents 5% of police being
responsible for 50% of the cases of police abuse, in one community.
The vast majority of police are good people that risk their lives on a daily
basis to "protect and serve", while enduring the public wrath for the actions
of a few individuals. Of which is due to their "culture of silence" that is most
often called "The Blue Code Of Silence".

Google search terms; "5% responsible for 50% of police abuse"

Example of search results:

Chicago Police Abuse Cases Exceed Average
By SUSAN SAULNY, New York Times Newspaper

What are the stats in your local law
enforcement ?  Are a few bad cops
giving the majority a bad reputation and
creating a "stereotype stigma"?

A good number of the reports that I have reviewed appear
to be highly censored.  Some of them are posted below
as downloads.  Please feel free to download and make
back up copies, as some of the reports were difficult to
find and tend to "disappear", get moved and or just
result in "page not found".

Please note the "Broken System" PDF download is a report titled;

One of the censored reports that shows the unequal judicial system
against all Americans (regardless of color, race, religion or sexual
orientation) and the absence of criminal charges against corporations is

So in all fairness, I want to stress that even the police and law
enforcement in general are victims of these unaccountable
corporate crimes that I call

Excerpt from the "American Roulette" page;

The district attorney that convicted Jeffrey Dahmer also convicted
ten corporations of negligent homicide (162). The reasons why this
is so rarely done are investigated, here (work in progress).
