Taser Reports - performance audits - Best Practices

With my macular degeneration, it might be awhile
before I can finish this editing and I feel that this
information is too important not to post, as is.


"Banning tasers in law enforcement makes less sense
than trying to take away their guns and ammunition. 
The simple facts are that tasers can and do save lives. 

Regardless of the few "Rogue policeman" that abuse
them and the mega publicity that they get for such
abuses, there is still some room for improvements
with the use and deployment of tasers.
A report titled "Broken System" does documents 5% of
police being responsible for 50% of the cases of police abuse,
in one community.


Another point of contention is the manner in which tasers
were marketed as "safe".  While tasers are far less lethal
than bullets, there are some inherent dangers with the use
of them.

We do live in a society that has to label coffee from fast
food restaurants with a caution about it's being hot and
dangerous.  So maybe tasers deserve no less of a
disclaimer label ?

After all, a taser manufacturer just payed out $2,8 million
over a liability suit. So there does have to be some level
of accountability with "truth in advertisement".

Presently, I am reviewing a couple of reports that I
believe are of use with this subject, because tasers are
most often used on people with psychological problems. 

While I am not qualified to tell the police how
to do their jobs, I am stressing a couple of reports from
those that are;

Numerous communities have reviewed the use of tasers and concluded
that while they are of use to law enforcement, modifications to the use
of tasers. Some of the reports and finding from various communities
are posted below as PDF files, for download.

The
"International Association of Chiefs of Police" has published an
Electro-Muscular Disruption Technology report:
A Nine-Step Strategy for Effective Deployment (pdr link)

However, since tasers are most often used on people with
psychological problems, the underlying situations that often
occur before the use of a taser also need to be addressed.

Of which is well addressed in another report by the

 Various communities have modified the deployment protocols after performance audits.  Their studies are posted as PDF files for download,

Please note:

A report titled "Broken System" documents 5% of police being
responsible for 50% of the cases of police abuse, in one community.
The vast majority of police are good people that risk their lives on a daily
basis to "protect and serve", while enduring the public wrath for the actions of a few individuals. Of which is due to their "culture of silence"
that is most often called "The Blue Code Of Silence".



Rogue Policeman:


It is not the "weapons of choice" by law enforcement
that appears to be the
problem. But this often seems
to go beyond problems with training and accurate information.


The real problem appears to be the
"unaccountable by contract" regardless of
people being
shot, tasered, beaten or pepper sprayed.


A part of the problem (besides the way Tasers are
used, deployed, training and suspected "unfair and deceptive
advertisement" concerning the safety of tasers by the taser's
manufacture) is the unaccountability by contract (of law
enforcement) and the epidemic of steroid abuse, as
documented at

Excerpts:

While the vast majority of American's can be subjected to alcohol
and or drug testing, law enforcement is most often is not. Especially
of drugs such as "steroids".  Mandatory alcohol, drug and steroid
testing of an office involved in a shooting or allegations of "police
abuse "could go a long way to helping prevent  such "situations".

There have been a few reports of communities making such drug testing
mandatory (Oakland CA, Chicago IL) in response to "fellow officers"
often not testing each other in various situations.


If testing for marijuana were to be added to that
list, "they" would probably hurry up and
legalize marijuana before many of them could
fail the testing.
