LSE SU HKPASS 2011 Lent Term AGM & Committee Election

The HKPASS AGM and 2011-2012 Committee Election will take place on Wednesday 9th of March 2011. Attached please find the job description for each committee position and the election regulations for the day. Every candidate who decides to run in this election must submit a manifesto su.soc.hkpass@lse.ac.uk before 23:59 on Friday 4th of March 2011. A manifesto should be one page consisting of your vision, skill set and re
levant experience. All candidate manifestos will be uploaded on the HKPASS website on Monday 7th of March 2011.

1. President (P)
Leads and coordinates the society; 
Acts as the society’s figurehead and represents the society in all events; 
Checks and approves all correspondence between officers and external parties; 
Chairs all committee meetings as well as Annual General Meetings; 
Serves as the first point of contact for the Director General of the Hong Kong Economic & Trade Office (HKETO); 
Serves as the first point of contact for the Chairperson of the LSE Alumni Association in Hong Kong; 
Corresponds regularly with Presidents of relevant external and internal student societies; 
Endeavours to attend all HKPASS events; 
Responsible for the continuous development and expansion of the society; 
Attends regular meetings and trainings held by LSESU.


2. Vice President (VP)
Assists the President's work and to take up the role of President in his/her absence; 
Serves as the first point of contact for the Alumni Group of Hong Kong and to work closely with their Chairperson; 
Maintains frequent contact and to cooperate with all other LSESU societies; 
Coordinates all welcoming events for freshers; 
Attends regular meetings and trainings held by LSESU.


3. Internal Secretary (ISEC)

Responsible for administrating all committee meetings, including the confirmation of attendance, room-booking and the taking of minutes 
Drafts and sends out weekly newsletters; 
Keeps official record of all society documentation; 
Responsible for the society’s inbox (su.soc.hkpass) as well as the SU mailbox; 
Compiles and updates a Freshers’ directory 
Compiles and updates a directory of members, external partners and other contacts; 
Masters all online administrative programs, including but not limited to Groupspaces; Google Docs etc. 
Serves as the first point of contact for the LSE Students’ Union; 
Serves as the Subcommittee Administrator (including the coordination of subcommittee events/correspondence); 
Attends regular meetings and trainings held by LSESU. 
Proficiency in English and Chinese word processing and writing compulsory.


4. Treasurer (T)
Oversees the society’s finances; 
Accounts for all financial transactions and the reimbursement of expenses; 
Prepares an annual budget application for the LSE Students Union; 
Presents an annual budget in the Michaelmas Term AGM; 
Prepares all documentation for later funding applications; 
Prepares and presents an end-of-year financial report upon handover; 
Serves as the Sponsorship Manager in seeking donation and sponsorship; 
Attends regular meetings and trainings held by LSESU.


5. External Secretary (ESEC)
Promotes and publicises all society events
Supports the treasurer in seeking sponsorship; 
Maintains and promotes good relations with all internal and external organizations, such as other student societies and HKETO
Unless stated otherwise, serves as the first point of contact for all relevant internal and external organizations
Take up the role of Internal Secretary when he/she is absent 
Proficiency in English and Chinese writing compulsory


6. Social Service Officer (SSO)
Chairs the Social Service Subcommittee;
Organises regular Social Service events, both in Hong Kong and the UK;
Serves as the first point of contact for all social service partners and NGOs;
Coordinates with LSE Volunteering Centre;
Corresponds, where relevant, with LSESU RAG;
Organises a regular fundraising and volunteering events
Liaises with other LSE SU Societies with regards to relevant social service activities


7. Publications Officer (PO)
Prepares all necessary advertising materials, including but not limited to business cards, gazebo, banners, brochures, posters, greeting cards, powerpoint slides; 
Coordinates or serves as photographer for society events and subsequent handling of event photographs; 
Serves as Chief Editor of termly magazine Bling; 
Serves as HKPASS Web Administrator, to maintain the society website as well as all Facebook-related pages; 
Skills in Photoshop and/or other relevant software preferred.


8. Public Affairs Officer (PAO)
Chairs the Public Affairs Subcommittee; 
Organises regular Public Affairs events, including but not limited to public lectures, interviews, LSE HKPASS Forum; 
Serves as the first point of contact for the Hong Kong Economic and Trade Office, London (HKETO);


9. Social Events Officer (SEO)
Organises regular social events; 
Responsible for all event refreshments, coordinating with other parties such as LSE Catering; 
Organises the annual Local and Cultural Trips: including booking of transport, accommodation, planning of itinerary and post-trip reporting.

LSE SU HKPASS Debate Forum

Each year our society organises the LSE Forum - an inter-university debate involving some of the best universities in London and elsewhere. It is a great occasion to exchange ideas upon topics that revolve around heated and controversial social and political issues. Details of the competition are as follows:

1        基本規則

1.1  辯論共分首輪及決賽兩輪。首輪採取傳統辯論模式,分正反方兩隊;決賽採取英國議會制,將有兩隊提出倡議議案和兩隊反對議案。

1.2  首輪共有兩回合採取累積分數制度,最高分的四隊會晉身決賽

1.3  每隊將派出兩位辯論員每位會有三分鐘作為辯論時間。

1.4  在辯論前大會將告知每一隊辯論的先後次序。

1.5  除了可以跟隊中的另一位成員和學校的輔導員討論外每位辯論員不能與其他隊伍作出討論。

1.6  整個辯論以語進行。

 

2        準備時間

2.3  決賽: 比賽前三十分鐘

4     發言須知

 

4.1  比賽官方語言為語。

4.2  辯論員的說話內容不可帶有人身攻擊或誹謗成份。

4.3  比賽將會以鐘聲提示辯論員何時開始及停止發言 辯論員需在出場後聽到一下鐘聲方可開始發言。

4.4  每位辯論員會有三分鐘作為辯論時間,辯詞開始和最後三十秒為保護時間。開始三十秒計時員會打鐘一次表示進入非保護時間

4.5  在發定時間完結前三十秒辯論員會聽到一下鐘聲。在發定時間完結時則會有兩下鐘聲表示辯論員已進入十五秒後備時間。在十五秒後備時間完結時則有三下鐘聲表示已進入扣分階段。在扣分階段三十秒時將會有一連串鐘聲表示辯論員必須立即停止發言。

4.6  扣分制以每逾時5秒為單位共從發言時間完畢後15秒開始計算應扣之分將從該場比賽該辯員所得之總分減除5秒亦作5秒計算。

4.7  所扣之分是隨所超逾時間而以其倍增加並將每逾時5秒所扣之分相加但最多只可扣過時25超時25秒後計時員會打鐘四次發言者須即停止發言。

5     提出質詢 (只適用於決賽)

 

5.1  當一方在發表辯詞中對方任何一位辯論員都可以提出質詢 (Point of Information)。質詢者必需於質詢前站立並舉手表示質詢

5.2  演說中的辯論員可以接受質詢或拒絕質詢。

5.3  每個辯論員在其辯詞中必需接受至少一個質詢。

5.4  辯詞開始和最後三十秒不可以提出質詢該段時間為保護時間

5.5  每一個質詢必須要迅速及直接不超過二十秒),而且必須著眼於引入一個新論據來攻擊或削弱演說中辯論員的論點。

5.6  對方的辯論員必須在得到大會主席的批準後方可進行質詢。

                       5.6.1        倘若質詢與議案無關,大會主席批準質詢與否的權利。

 

 

6     出線及決勝辦法

 

6.1  首輪共有兩回合採取累積分數制度,最高分的四隊會晉身決賽。此輪的每場比實共有四名評判。

6.2  決賽共有七名評判,首席評判的分數佔百分之五十,其它評判的分數佔百分之五十。

 

 

 

 

7     突發事

 

7.1  如發現有任何妨礙比賽公平進之情況,大會主席及評判均可即要求暫停比賽。

7.2  比賽進時一事宜由大會主席決定。

 

 

8     佳辯論

 

8.1  大會設有全場最佳辯論員, 根據辯論員在回辯論的表現,由觀眾從十 位辯論員中挑選,以一人一票方式決定。

8.2  如出現票數相同情況,觀眾將 從得票最多的辯論員中,以一人一票方式,  再挑選出最佳辯論員。

Recruiting Project of Hope Committee 2011-12

The Project of Hope Committee 2010-11 is now recruiting the next executive committee of this project! We are  looking for people with strong leadership and communication skills, to carry on this flagship of HKPASS which was launched in 2002.
Interviews will be conducted in Week 7.
We would like to invite you to apply for one of the following eight positions, their respective responsibilities detailed as below:
 
Director
-          To oversee the whole project, including the Hope of the Night
-          To lead the whole committee (e.g. responsible for chairing meetings)
-          Responsible for external communication – mainly with China
-          Preference is given to candidates who are multilingual, i.e. Mandarin, Cantonese, English
-          Due to possible conflicts of interests, no HKPASS President can take on the role as Director of Project of Hope

 
Associate-Director
-          To facilitate communication between the Director and the rest of the committee
-          To coordinate the committee
-          To take up Director's role when Director is absent
 

 Secretary
-          To communicate with participants and facilitates communication within the committee
-          Coordinate meetings and to take minutes at each meeting
-          Responsible for drafting emails and documents
-          Proficiency in Chinese and English writing is required
 

 Treasurer
-          To manage the accounts of the Project of Hope and produces periodical financial reports
-          To reimburse all expenses
-          To be responsible for taking out insurance policies for the participants
-          Due to possible conflicts of interests, no HKPASS Treasurer can take on the role as Treasurer of Project of Hope
 

Education Officer
-          To devise the education programme for the education trip
-          To prepare the relevant teaching materials
-          To give education training to the Project of Hope participants
-          Preference is given to candidates who have any relevant teaching experiences (e.g. teaching young kids in a summer camp), especially those who have organised teaching programmes before
 

Logistics Officer
-          To be in charge of travelling arrangements (e.g. Booking of accommodation, transportation arrangements, etc.)
-          To put together itinerary for the trip
 

Public Relations Officer
-          To seek for sponsorship for the Project of Hope and the Hope of the Night
-          To be responsible for the marketing and advertising of the Project of Hope and the Hope of the Night
-          To liaise with other universities
 

Events Officer
-          To be responsible for the marketing and advertising of the Project of Hope and the Hope of the Night
-          To organise social gatherings (e.g. Pre-departure meeting for the participants)

Supreme Court Visit

Interested in visiting the final court of appeal for civil cases in the UK? The Supreme Court is a building with rich history and is recently renovated.
Newly established in 2009, it also hears appeals from all across UK except Scotland and in cases of the greatest public or constitutional importance affecting the whole population.

HKPASS is organising a visit to the Supreme Court this term. Details are as follows:

HKPASS Charity Fair - Lali Gurans

HKPASS is hosting an international charity fair for the Esther Benjamins Trust on 9 Feb 2011 from 19:15 to 21:30 in the Quad.

The charity rescues juvenile trafficking victims in Nepal and provides residential refuge for street children.

Our Charity Fair with the title Lali Gurans, the national flower of Nepal, features a phenomenal fashion show that conveys the toughness and independence of female Nepali sufferers in rehabilitations. Together with stalls selling accessories, garments and stunning live music performances, the fair is an event not to be missed.

An Introduction to the work of the Esther Benjamins Trust

China Week 2011 is coming!

7th Feb – 11th Feb 2011

During this week (starting from 7th Feb), you will have the opportunities to explore Chinese culture. Here are some of the highlights: enjoy a variety of Chinese food on Houghton Street as well as the 4th Floor Restaurant, attend lectures and photo exhibitions showing all aspects of China, and get a present for your friends with their names written in Chinese calligraphy. Come to our Games Festival and visit our very first Chinese Flea Market at the LSE to bring back childhood memories! Besides, you can also join us for our San Guo Sha tournament, mah-jong session and movie night. At last, look out for the red envelopes distributed around school for a pleasant surprise.

LSE SU HKPASS Social Service Trailwalker 2010

HKPASS will be hosting their first trailwalker event this Christmas as part of our Christmas fund-raising event. As a new idea by this year’s Social Service subcommittee, HKPASS will be converting your sweat and toil in support of charity work amid the joyful Christmas time. The route will be around 70 km, which we are aiming to finish it within 24 hours. We are looking for a team of around 15 people maximum.

Date: 27th December; briefing session will be on the 23rd Dec to go through all the route information and safety issue. Exact location for the briefing session will be confirmed sooner to the date.

Time: exact meeting time to be confirmed

Entrance Fee: 200HKD (Map; certificate & first-aid). Should there be an extra after the event, we will be in contact to discuss whether you want the money back, or donate it to charity.

After we confirm your registration, we will email you with the general description of the charity organization as well as your sponsorship form. Detailed route information:
鳳凰徑全長七十公里,共分為十二段。



第一段:梅窩至南山,全長兩公里半,步程約需四十五分鐘

此段由梅窩碼頭開始,依嶼南道上行,沿路可瞰梅窩及銀礦灣景色,本段終點為貝澳山頂茶水部。


第二段:南山至伯公坳段,全長六公里半,步程約需三小時

此段由貝澳山頂茶水部側起,沿山徑穿過山林區,這段全是崎嶇山徑。本段終點為雙東坳。


第三段:伯公坳至昂坪,全長四公里半,步程約需兩小時半

此段由伯公坳起經牛塘山坳,再由南天門上鳳凰山頂,然後沿山脊西下鳳凰坳,接落天梯。路徑崎嶇,上落高度差大,是鳳凰徑中最難行一段。本段終點是昂坪。


第四段:昂坪至深窟道,全長四公里,步程約需一小時半。

此段由昂坪大風坳(觀日牌坊)起,沿石壁水塘西山坡上植林區中之隔火林道往下行。本段終點為深窟道。


第五段:深窟道至萬丈布,全長七公里半,步程約需三小時

此段由深窟道口附近起翻越膝頭哥山、疆山、靈會山等多個多個山峰,此段路程頗為吃力。此段終點為萬丈布,該處也設有資地。


第六段:萬丈布至大澳,全長兩公里半,步程約需一小時。

此段由龍仔悟園起北行傍山腰經能任亭,凌風亭下走至下澳為終點。


第七段:大澳至狗嶺涌,全長十公里半,步程約需三小時。

此段由大澳南涌起沿海邊西走,依路牌左轉,經石屋後接著走山徑,繞過牙鷹角至二澳灣,沿石蹬古道經舊村登肩頭坳,下走沿煎魚灣畔南行續登響鐘坳至分流西灣,再往分流東灣及循山徑至石壁水塘,本段終點為狗嶺涌。


第八段:狗嶺涌至石壁,全長五公里半,步程約需一小時半

此段由狗嶺涌起,沿引水道至石壁水塘為終點。


第九段:石壁至水口,全長六公里半,步程約需兩小時。

此段由石壁宏貝道上起沿水塘主壩東行轉下東灣道,南行經石欖洲,籮箕灣接回黃泥公路,本段以水口作終點。


第十段:水口至東涌道,全長六公里半,步程約需二小時半

此段由水口村側沿小徑上接引水道向東行至東涌道為終點。


第十一段:東涌至貝澳,全長四公里半,步程約需一小時半

此段由東涌道起沿引水道東行,至引水道走盡後斜走落貝澳


第十二段:貝澳至梅窩,全長九公里,步程約需三小時。

此段由貝澳起沿芝麻灣道至十朗坳,經白富田營地繞圓角頂落圓角坳步返梅窩鳳凰徑終點。


p.S: 在鳳凰徑第三四段交接處之平地,即上山之牌坊附近扎營(L027),該處未必是正式營地,但應沒人驅逐。據知昂坪有青年旅舍,而寶蓮寺亦可投宿。不然,找個不當風處小休,三時上山也可(視乎季節)。


最簡單路線 :

東涌由東涌道往石門甲,沿羅漢寺旁的石屎小徑經地塘仔寶林寺到「南天福地」的昂平高原入口牌坊,大約需要個多小時.左穿小徑步行片刻即可到鳳凰徑「鳳凰觀日」,踏上巨大的天梯石階大約一小時,便可抵達鳳凰山山頂.全程約三小時.

From Week 2-7 of the coming Lent term, we will run 6 two-hour English lessons for Chinese migrant workers.  The lessons will aim to provide them with the basic vocabulary that they will need in their every day conversation at the workplace.  Lessons will be led by two leading teachers, with 5 teacher assistants who will lead small teaching groups within the class, allowing for a more effective conversational practice. We are currently seeking for quite a few volunteers and teachers who can help out

For students who doesn’t have English as their first language will know, you all had the fortunate opportunity bypass many difficulties trying to adapt to a completely new environment. These migrant workers arrive in the UK with very limited chance to pick up English due to financial matters and a restriction of time. Therefore the workers are all truly grateful for all the help that we are willing to give them. Through our co-operation with the Chinese Migrant Network, HKPASS offers you the chance to help those who desperately came to this country looking for a chance to create a new life for their family.

HOW YOU CAN HELP: 

We are looking for committed people who are willing to give up 2 hours of their time on Sundays to help run the English classes, as either a leading teacher or a teacher assistant.  Please note that a basic level of spoken mandarin is required as most of our target students are total beginners. 

Alternatively you could also contribute by helping to develop the syllabus for our course which does not require a mandarin requirement. 

This is an invaluable chance for you to get involved at every level of a teaching program.  Furthermore you would also have the unique opportunity of meeting people with diverse backgrounds and life experiences.

Hong Kong Solid Waste Management Conference 2010

The Hong Kong Solid Waste Management Conference 2010 is one of the biggest Christmas events co-hosted by both LSE SU HKPASS and KCLPASS, with the hope of raising students and the general public's awareness in environmental protection. 


With the support of the Hong Kong University Academic Liaison Section, Registry, the organisers are able to host eminent speakers from Hong Kong, ranged from political leaders to environmental academic expertise ,to critically evaluate Hong Kong’s current and potential solid waste management policy, as well as drawing comparisons especially with other Asian countries.

'Sustainable Solid Waste Management Policy - The agenda and challenges in Hong Kong'

With a rapid growing economy and associated affluence, the municipal wasteloads in Hong Kong have in general been increasing annually. Although the Hong Kong government has tried to reduce wasteloads through waste recycling strategies and various reduction initiatives, Hong Kong is running out of landfill space far earlier than expected. A recent government solution in the expansion of South East New Territories Landfill in Tsang Kwan O sparked heated tension and debate hence further raised public attention over this issue. Are current solid waste management policies adequate to solve the current situation in Hong Kong? What are the trend in policy design and adaptation? Apart from developing more strategic landfill sites and recycling plans, are there any alternative solutions to the problem?

香港長遠的廢物處理政策應往何處走? 

香港人口眾多, 每年產生超過600萬公噸都市固體廢物, 政府已在廢物回收及建築廢物方面著手減少運往堆填區的廢物量, 惟最近位處將軍澳的新界東南堆填區擴建計劃觸發的爭議, 再次令社會關注到香港現時處理廢物的政策方向是否合適, 合時及符合社會整體利益? 香港長遠固體廢物處理政策應該朝哪個方向發展? 除了廢物堆填及廢物回收之外, 有沒有其他外國例子值得我們借鏡?
